Duties

Help

  1. Performs detailed review of purchase requests for specialized supplies, equipment, services, or commercial requirements in terms of adequacy, consistency, unrestrictiveness of specifications or descriptions, compliance with administrative requirements, and certification of funds.
  2. Determines procurement source and method. Obtains or develops source list of responsible contractors.
  3. Solicits oral or written quotes. If using open market procedures, obtains oral or written quotes.
  4. Receives and reviews formal bids and quotes. Review quotes for price reasonableness and determines if requirements for competition have been met.
  5. Prepares award documentation and performs post-award follow-up.
  6. Maintains accurate purchase information in the procurement automated system on purchasing information.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The duties of this position may require the employee to operate a motor vehicle. An appropriate, valid driver’s license may be required for the position.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Supply Clerical and Technician Series, 2005.


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge of a body of purchasing regulations, methods, procedures, and business practices to make purchases involving specialized requirements and/or commercial requirements with complicating factors such as hard-to-locate sources, unstable price or product characteristics, many critical characteristics, or urgently needed items, etc. Knowledge of solicitation or purchasing methods to make competitive or sole source small purchases that involve, for example, collecting data to determine price reasonableness for new items, preparing detailed written solicitations, tailoring special terms and conditions, or other matters of similar complexity. Broad knowledge of price evaluation techniques to evaluate prices or costs for requirements with inadequate price history or to evaluate allowable charges for requirements involving special cost features (e.g., per Diem, lodging rates, and airfare for purchases that require on-site repair service by non-local vendors). Broad knowledge of market sources for a wide range of specialized items or services and typical vendor modes of operation and ways of doing business. Knowledge of various acquisition clauses, such as those pertaining to inspection, acceptance, packaging, or testing to select or tailor clauses for purchases that involve special handling. Knowledge of post-award procedures to discuss equitable price adjustments for modifications to a purchase order, determine whether to recommend termination of an accepted purchase order for convenience or perform similar actions.



FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of purchasing regulations, methods, and procedures to make purchases involving specialized requirements; solicitation and purchasing methods, such as would be acquired through extended training or experience, to make small purchases that involve, for example, collecting data to determine price reasonableness, preparing written solicitations, etc; and post-award procedures to resolve problems such as late deliveries or price changes.
2. Knowledge of market sources and operations for a wide range of specialized items or services and typical vendor modes of operation and ways of doing business; and price analysis techniques to evaluate prices or costs for requirements with inadequate price history.
3. Knowledge of the operation of the procurement automated system in order to input and maintain the correct information on administrative actions accomplished pertaining to purchase requests; and basic office automation software to perform functions such as standardized word processing and receipt of transmission of electronic mail.
4. Skill in analyzing purchase request descriptions that have unique aspects to identify problem areas in specifications, determine if quotations are responsive, or decide if substitutions are acceptable.
5. Ability to communicate effectively, both orally and in writing.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
