Duties

As a PROGRAM MANAGER at the GS-0340-13 some of your typical work assignments may include:

  • Oversee the overall planning, direction, and timely execution of assigned Software Acquisition Pathway (SWP) programs, including the DTRA Experimentation Lab (DEL) and the Defense Threat Reduction Information Analysis Center (DTRIAC).
  • Provide program direction for a cross-functional team of technical experts and report to leadership on timelines, budget, and project integrity.
  • Monitor contractual progress, identify technical and programmatic issues, and initiate the resolution of any problems identified to keep the program on track.
  • Manage the entire program lifecycle, from initial requirements gathering and strategic planning to the final disposition of all equipment and resources.
  • Draft and prepare critical acquisition documents, including performance work statements, statements of work, purchase requests, and military interdepartmental purchase requests.
  • Identify and translate diverse customer requirements into concrete technical objectives, evaluate alternatives, and draft comprehensive technical and fiscal program plans for leadership approval.
  • Engage directly with customers and users to gather requirements, translating their operational capability needs into detailed technical specifications for the project team.
  • Serve as the primary representative for the assigned program area in all technical and programmatic discussions with counterpart managers across DTRA.
  • Schedule and lead customer acceptance tests and recurring user touchpoints to ensure the final product meets all customer needs and expectations.

  • Subject to pre-employment drug testing and periodic random testing thereafter.
  • Required to submit a Financial Disclosure Statement, OGE 450, upon entering the position, annually, and upon termination of employment, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.
  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 2 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Managed all aspects of a Software Acquisition Pathway (SWP) Programs of Record (PoRs), ensuring assignments are completed on time, budget and within program parameters.
  • Served as a Contracting Officer's Representative (COR), Assistance Contracting Officer Representative (ACOR), or a Technical Point of Contact (TPOC) or be able to demonstrate a deep understanding of the COR's responsibilities in overseeing contractor performance and deliverables.
  • Worked on a team responsible for the full lifecycle of IT or software development programs, from initial requirements gathering through to execution and final disposition.
  • Participated as a member of or led a cross-functional technical team to translate customer needs into detailed technical specifications and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.
