Duties

Help
  • Serves as a Director, for U.S. Army Contracting Command - Redstone (ACC-RSA), responsible for planning, directing, reviewing, and coordinating assigned functions of the organization.
  • Accomplishes the overall planning, direction, and coordination of the contract planning, solicitation, pricing, negotiation, execution, policy and management functions of ACC-RSA.
  • Provides advice and assistance to ACC, organizational elements on the financial aspects of contract negotiation and administration.
  • Monitors the command award fee evaluation procedures.
  • Makes decisions on work problems presented by subordinate supervisors.
  • Directs, coordinates, or oversees work through subordinate supervisors.
  • Reviews and approves serious disciplinary actions involving nonsupervisory subordinates.
  • Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the organization.
  • Serves as a contracting officer with the authority to execute and approve contracts without monetary limitation.
  • Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315 unless previously completed with Army. While probationary, the incumbent can be terminated with limited appeal rights.
  • This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • Acquisitions Back To Basics Certifcation: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • This is a Key Leadership Position (KLP). Unless specifically waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must meet Acquisition KLP requirements for this position.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement Key Leadership Position) and execute, as a condition of employment, a written tenure agreement.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
  • This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% or less of the time.
  • This position requires certification per Federal Acquisition Regulation (FAR) and it’s supplements necessary to obtain a Contracting Officer Warrant.

**Basic Requirement (IOR) for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Transcripts must be submitted with conferred date.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:

Specialized Experience:

Applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (or GS-13 equivalent) level in the Federal Service which includes: 1). Evaluating procurement statutes and regulations to conduct acquisition compliance reviews; 2). Coordinating contract planning, solicitation, pricing, negotiation, and management functions for command contracting programs; and 3). Communicating with high-level officials to provide contracting recommendations that affect the content, interpretation, or development of complex, long-range, or interrelated contracting programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.

  • This position requires a Special-Sensitive (4) requiring a Top-Secret security clearance or Special-Sensitive (4) Top Secret security clearance with Sensitive Compartmented Access (SCI) and personnel must pass a drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
