This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Hampton VA Medical Center (VAMC), within the Volunteer Support Service also known as the Center for Development & Civic Engagement (CDCE), at the North Battlefield VA Clinic (NBVAC). The purpose of this position is to lead staff in performing patient escort services for the health care center.

Help

Major duties include, but are not limited to:

  • Distributes and balances workload among team members in accordance with established workflow or job specialization, ensuring timely accomplishment of assigned tasks.
  • Monitors the status and progress of work; makes day-to-day adjustments to priorities, and reports on team performance to the supervisor.
  • Instructs employees on specific tasks, job techniques, and provides on-the-job training to new staff in accordance with established procedures.
  • Maintains current knowledge of procedures, policies, and directives and assists employees with questions or problems, referring complex matters to the supervisor.
  • Reviews completed work and work in progress, amends or rejects work not meeting standards, and provides feedback and guidance to team members.
  • Leads a team of Health Aids in escorting and transporting non-critically ill patients throughout the health care center using wheelchairs, stretchers, or beds.
  • Assists in the transport of critically ill patients in collaboration with nursing staff, ensuring safe and secure movement between hospital units.
  • Provides exceptional customer service by greeting patients and visitors, offering clear information and directions, and maintaining effective interpersonal relationships with patients, families, and staff.
  • Returns and accounts for wheelchairs and stretchers, ensuring equipment availability and proper utilization.
  • Promotes a safe environment by using proper body mechanics, safety devices, and promptly reporting or correcting hazardous conditions.
  • Records completion of escort tasks and maintains accurate logs and reports for tracking patient movement and compliance.
  • Performs administrative support duties including answering and forwarding phone calls, filing documents, and monitoring recordkeeping systems such as Escort Run logs and Ticket-To-Ride reports.
  • Assists management in policy implementation and subordinate staff training to ensure compliance with procedures.
  • May participate in special events and community engagement activities, including event set-up, breakdown, and escorting participants as needed.
  • Serves as a backup timekeeper for the service and completes other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-03 position you must have served 52 weeks at the GS-02. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: Six (6) months of general experience that demonstrates the ability to perform the work of a Health Aid or Technician at the GS-02 grade level. Qualifying experience includes duties such as: escorting patients by wheelchair, stretcher, or bed; assisting patients with entering or exiting vehicles or treatment areas using safe handling techniques; greeting and providing clear information to patients and visitors; delivering specimens or supplies; following established procedures and safety protocols; and performing basic administrative tasks such as recordkeeping or answering phones. Your experience must be described in detail within your resume. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) year of education above high school in a field related to health care (such as health sciences, nursing, or a closely related field). If qualifying based on education, you must submit a copy of your transcripts (official or unofficial) with your application. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school (only education in excess of the first 6 months/9 semester hours can be combined with experience to meet the total qualification requirements).

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
