Duties

Help


1. Ensures decision makers (US and Partner Nation) have a high degree of informational fidelity and understanding of target, situation and available assets to affect execution.

2. Establishes and maintains direct liaison and coordinates with senior level officials at national-level agencies to ensure intelligence and operational requirements are satisfactorily planned and processed in support of the Ambassador's Country Plan and Command guidance.

3. Maintains an understanding of respective interagency entities: Central Intelligence Agency, Department of State. Department of Homeland Security, Department of Justice, and Department of Defense in order to assess, analyze, and interpret emergent operational issues.

4. Develops relationships with US and foreign law enforcement agencies to enable strategic, operational, and analytical support which will aid the broader national security.

5. Recommends resource allocation or re-allocation during execution of singular and multiple simultaneous missions and coordinates with resource provider for execution.

  • Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Clearance cannot be waived for position.

  • Recruitment and/or Relocation is authorized. Completion of a 36 month service agreement is required.

  • Position is a Testing Designated Position, and incumbent is subject to random drug testing.
  • The employee is required to work other than normal duty hours, which may include evenings, weekends and/or holidays and is subject to short- or no-notice recall to duty for emergency situations or exercises.

  • May routinely be required to work holidays, weekends, and non-standard hours to support military operations.

  • This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbent must be removed from their military recall status.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which has been gained by integrating planning, coordinating, operating, intelligence and other strategic capabilities with multiple interagency and partner nations for executing operations to Counter Threat Networks by establishing mutually supporting relationships.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Ability to coordinate planning, operations, and intelligence support among the command. components. US Embassy country team, Partner Nations and US drug Law Enforcement Agencies and develop Joint Operations plans and orders in support of USNORTHCOM's objectives.

2. Knowledge of Joint Operations doctrine and of the command's mission. functions, goals, objectives, and work processes pertinent to conducting operations. As well as an in-depth knowledge of applicable statutory law, policy, procedures, organization, intelligence and doctrine as it relates to Department of Defense support to key interagency organizations involved in US Embassy country team efforts to deny, disrupt or defeat and degrade globally networked Transnational Criminal Organizations and related adversaries' ability to negatively affect US interests.


3. In-depth knowledge of military strategic and tactical concepts, principles, and processes in the air, land, and maritime domains.

4. Skilled in oral and written communication in order to negotiate and defend ideas and support operational concepts.

5. Skilled in use of USNORTHCOM suite of collaborative tools

6. Ability to communicate effectively in Spanish, both orally and in writing. Language proficiency 1 (extremely proficient) and language reading, speaking, listening, and writing proficiency -36 (general professional. plus).


ADDITIONAL CONDITIONS OF EMPLOYMENT:

Telework: - Not Eligible - Position requires daily access to classified material. Employee may be eligible emergency or (PR prescribed "unscheduled Telework". Supervisor approval is required on case-by-case basis.

Ability to communicate effectively in Spanish, both orally and in writing. Language proficiency I (extremely proficient) and language reading. speaking. listening, and writing proficiency 36 (general professional. plus)

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
