Summary

This position serves as a Management and Program Analyst (Metrics) within the Integrated External Networks under the Office of Integrated Veteran Care (IVC) reporting directly to the Deputy Chief o the Program Management Office. The key functions are providing end users, supervisors, management, and senior leadership with statistical information; operational, team and individual performance data and trend analysis through data collection, interpretation, and reporting.

Duties include, but are not limited to:

  • Assists Deputy Chief in the assessment and evaluation of the Customer Service (CS) Operations Contact Management department.
  • Identifies critical manpower and human resource shortages and assists in the development of recommendations for corrective action.
  • Participates in special studies/fact finding activities to develop required data and information for reporting purposes and prepares administrative reports.
  • Applies analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of activities, processes, and/or functions related to the CS mission which includes trending for future needs.
  • Establishes statistical sampling techniques and accomplishes workload trend analysis. Analyzes mission, organization, functions, work process methods and procedures, and other related criteria for the purpose of developing credible workload factors and accurate statistical indicators.
  • Maintains accuracy and data integrity of databases, spreadsheets, and data warehouse.
  • Prepares a variety of recurring, ad-hoc, and special-action reports utilizing data from files and records maintained in databases.
  • Assists Deputy Chief and other management analysts perform multi-functional studies and special projects.
  • Prepares and presents briefings and information to management/supervisory officials for assigned areas to ensure comprehensive program coverage and effective interface among all CS functional elements.
  • Utilizes various software packages (i.e., Microsoft,Excel, Power BI, PowerPoint, Minitab, SQL, Visual Basic, SAS, etc.), to prepare special reports, forms, and correspondence necessary to support CS functions.

Work Schedule: 8-hour tour Monday-Friday between 6 a.m. and 6 p.m. MT, based on business needs.
Telework: Telework eligibility will be discussed during the interview process.
Virtual/Remote: This is not a remote position. The selectee will be required to report to a VA facility, Agency/VA approved leased space, or any Federal building designated by VA.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Applying comprehensive analytical and evaluative methods to assess and improve the efficiency and effectiveness of program operations.
    • Utilizing an in-depth knowledge of call center systems including Customer Relationship Management (CRM) platforms, Workforce Optimization and Management systems, telephony systems, and business intelligence tools to interpret data, generate reports, and support operational decision-making.
    • Developing and maintaining data dashboards and automated reporting tools using Power BI, MS Access, and other database and reporting platforms.
    • Retrieving and integrating data from multiple sources to support accurate, efficient, and visually effective dashboard and report generation.
    • Adapting analytical techniques and evaluation criteria to measure program effectiveness and enhance organizational productivity.
    • Conducting detailed analyses of complex functions and work processes to identify trends, issues, and opportunities for improvement.
    • Presenting findings and recommendations to senior leadership using clear, concise, and audience-appropriate communication to support informed decision-making. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade-level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher graduate-level education leading to such a degree or LL.M, if related. OR,
  • Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11.
