The Aviation Policy Advisor (ICAO Secondee):

  • Provides subject-matter expertise and technical support to Secretariat staff on aviation economic regulation and policy.
  • As a member of the Pricing and Multilateral Affairs Division, the incumbent works with a team of aviation policy analysts to plan, organize, and conduct the development of the Department’s positions on economic and political air transportation issues in multilateral organizations such as ICAO.
  • Prepares briefing papers, memoranda, and other documents for senior leadership on international aviation initiatives that are discussed in international forums.
  • Serves as an advisor to the U.S. Member on various ICAO bodies such as the Air Transport Regulatory Panel (ATRP) and the Facilitation Panel (FALP) and may be called upon to join international working groups to support and inform the agendas of such bodies as U.S. policy priorities dictate.
  • Serves as a Member of the U.S. delegation to ICAO Assemblies and Conferences and supports senior leaders who speak for the United States on economic air transport issues and facilitation of international aviation.
  • Coordinates with other Department offices and other government agencies such as the Departments of Commerce, Homeland Security, Health and Human Services, and State, industry groups and trade associations, and others on international aviation policy issues in the areas of transportation facilitation, security, trade, user charges, accessibility, and health mitigation.

The ideal candidate has multiple years of experience in developing and crafting international aviation policies, working with U.S. and foreign aviation stakeholders, and operating in a multilateral environment. S/he should feel comfortable asserting U.S. policy priorities at meetings with foreign counterparts and in representing DOT policy and regulatory equities in interagency settings.

CONDITIONS OF EMPLOYMENT:

Potential Temporary Detail and Position Retention: The selected candidate for this position may be eligible for a future temporary detail assignment to Montreal, Canada. This detail is not currently in place and is subject to agency needs and final approval. If assigned, the employee will remain in their substantive federal position of record in Washington, D.C., for the duration of the temporary assignment. This detail will not affect the employee's permanent status, tenure, or benefits. Upon the conclusion of the temporary assignment, the employee is guaranteed a return to their substantive position in Washington, D.C.

  • Passport and Visa: A passport and visa for the selectee and family members may be required.
  • Immunizations: Immunizations for the selectee and family members may be required.
  • Security Requirements: The position is classified as Non-Critical Sensitive.
  • Security Clearance: The selectee must obtain and maintain a Non-Critical Sensitive, Moderate Risk Security Clearance.
  • Travel Scope: This position may require travel to places within and outside the contiguous United States.
  • Mode of Travel: The selectee might be required—and must be able—to travel on military and/or commercial aircraft.
  • Official Documentation: The selectee must be able to obtain and maintain a required U.S. Passport (e.g., official or diplomatic) for travel outside the U.S., such as to Canada.
  • Medical Requirements: May be required—and must be able—to obtain and maintain medical clearance.
  • Selective Service: Males born after 12/31/1959 must be registered for the Selective Service.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience coordinating with internal and external stakeholders, agencies, and international organizations on international aviation policy issues.
  • Experience assisting with preparing briefing papers, memoranda, and otherd ocuments for senior leadership regarding international aviation matters.


To qualify for the Grade 14,
you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience independently planning, organizing, and conducting the development of policies on economic and political air transportation issues.
  • Experience coordinating with internal and external stakeholders, agencies, and international organizations on international aviation policy issues.
  • Experience independently preparing briefing papers, memoranda, and other documents for senior leadership regarding international aviation matters.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Economics - Knowledge of economic policy, principles, and practices, market and non-market values, and the analysis and reporting of economic data.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
