Duties

Help
  • You will develop high level strategies, broad policies, procedures and plans for execution on DoD and DON Special Access Program (SAP) information systems and networks.
  • You will conduct detailed analysis of complex doctrine, policies, and business process initiatives and lead cross functional teams to assess organizational effectiveness in a variety of areas.
  • You will liaison with fleet representatives, Intelligence Community (IC), warfare sponsors, Systems Commands (SYSCOMs), Requirements Officers and industry partners to validate and synchronize requirements spanning multiple sponsors and stakeholders.
  • You will ensure requirements are developed to support warfighting needs, documented accurately, and sufficiently funded.
  • You will staff and prepare branch memorandums, letters, briefs, and other correspondence for principal review and approval.
  • You will write and analyze reports and provides executive summaries and information papers to executive leaders and senior executive staff.
  • You will prepare and deliver briefings, hold discussions, and make recommendations to higher level officials.
  • You will coordinate with technical directors and military department senior leadership to ensure a common understanding, resolution, and implementation of technical programs and issues.
  • You will oversee execution planning, research and development, demonstration/prototyping, acquisition program initiation and management, budget planning, security, and of DON SAP IT program cost, schedule, and performance.
  • You will lead Integrated Product Teams (IPTs) to develop root cause analysis and courses of action to resolve complex issues affecting the DON SAP IT environment.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • This is a Cyberspace Workforce position, work role: Cyber Policy and Strategy Planner, proficiency level Intermediate; incumbent is required to obtain/maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and DON policies.

Qualifications

GS-13:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of DoD and DON/Navy policy issuance's relating to various SAPs programs and their application in the development of new IT policies and procedures within the DON SAP Enterprise; 2) Mastery level knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluation to analyze program accomplishments for strategic planning and long range operations; 3) Mastery of IT theories, principles, concepts, standards, and practices sufficient to apply to information management, information technology, architecture, data management and cybersecurity; and 4) Mastery knowledge of all related DoD and DON IT policy, plans, and guidance.

GS-14:
