This position is located at Treasury Inspector General for Tax Administration, Office of Mission Support (OMS), Human Capital & Personnel Security (HC&PS). As an HR Specialist (Accountability), you will serve as a Human Resources Specialist and provide technical expertise in developing, directing, and evaluating assigned TIGTA human capital policies and programs which may include staffing, workforce succession planning, accountability, and hiring flexibilities or executive resources.

Duties

Help

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Serves as advisor to immediate supervisor and the Director HC&PS; assigned the principal advisor to the Deputy Inspector General for Mission Support (DIGMS) and Director Human Capital (HC), on organizational HC issues impacting employees TIGTA-wide. The work of this position is such that it crosses several HC functional lines to include recruitment and placement, compensation, pay and leave administration, compliance (program evaluation), and workforce planning, for GS positions.
- Manages, develops, and implements TIGTA wide HC policies, procedures, and prepares guidance or modifications to reflect new policies and procedures.
- Plans, carries out, and analyzes significant human capital management (HCM) projects, complete projects involving a specific HC area, or portions of broader studies to resolve controversial issues or problems at the bureau level pertaining to various HC program areas.
- As the TIGTA accountability program manager, the incumbent conducts periodic reviews of hiring flexibilities, merit promotion and Delegated Examining Unit (DEU) hiring actions; recognizes problem areas; and originates solutions to complex and unusual issues.
- Evaluates the effectiveness current HC programs in terms of their ability to achieve overall TIGTA and Treasury goals and objectives, to improve productivity, and to promote state-of-the art or emerging concepts regarding the delivery of HC services.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Selective Factor: You must possess a current DEU certificate.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

- Planning, managing, and advising management on the effectiveness of the recruitment and staffing activities; AND
- Experience with recruitment, selection, appointment actions, merit promotions, and hiring authorities; AND
- Serving as a member on an auditing team reviewing Human Capital programs; AND
- Presenting briefings to agency officials.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.

  • You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
