The Financial Services Directorate (FSD) provides policy direction, review, and coordination of all budgetary and financial activities of the Library of Congress (Library). The Library’s Chief Financial Officer (CFO) serves as the principal advisor to the Librarian of Congress and Executive Committee on all financial activities of the Library. Under the direction of the Librarian, the CFO has responsibility and final authority for overall Library fiscal management and overall management of the operations of FSD units. The Financial Manager (Supervisory Senior Advisor to the Chief Financial Officer), serve as a liaison to the Librarian, and to the Legislative Branch Appropriations Clerks and will represent the CFO in all matters with overall Library fiscal management. The incumbent may also serve as Acting Chief Financial Officer in the absence of the CFO, representing the office and ensuring continuity of financial leadership and operations.
The incumbent serves as a Supervisory Senior Advisor to the Librarian of Congress and the CFO on general management issues, with a focus on budgeting and financial matters. In this role, the incumbent provides expert advice, and technical assistance, on matters including investments, budgeting and appropriations, and the Investment Committee. The Financial Manager advises on and provides expert research, advice, and liaison on congressional and other matters in support of the Librarian and of the CFO’s role as a senior Library leader and primary liaison with the Congressional Appropriations Committees.
While performing daily duties, the incumbent is responsible for ensuring proper handling and security of Library of Congress materials. This is a confidential position with routine and non-routine duties related to sensitive personnel, legislative, policy, investment, budgeting, financial, and/or auditing matters.
Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters.
Participates in the overall general management of the Library by providing authoritative advice on all aspects of financial management to the Librarian, CFO, and other members of the Library’s senior management team. Also participates in formal and informal management sessions related to functions outside financial management, such as Executive Committee meetings, to provide additional technical guidance on the Library’s management planning, policy, and decision-making. Conducts confidential financial analysis for the Librarian and CFO, in addition to researching confidential financial topics for Congress.
As the representative of the CFO, the incumbent manages and leads the Investment Committee of the Trust Fund Board, which helps the Library set investment policy. As such, the incumbent manages all aspects of the administration of the Library's investment activities, including convening meetings of the Investment Committee. Also represents the CFO at the Trust Fund Board meetings as needed. Serves as the primary liaison with the Library’s outside investment advisors and investment bank as well as the Liaison for the Contracting Officers Representative (COR) for contracts for these services.
Provides consultation and expert technical assistance to the CFO, Budget Officer, and the Library in support of the CFO’s role as the Library’s official liaison with the House and Senate Appropriations Committees. Identifies and collects necessary legislative and program data; interviews senior management, program officials, employees and supervisors; assembles and assesses information gathered; and formulates findings, conclusions, and recommendations. The incumbent communicates well-organized, supportable and clearly expressed findings and results orally and in writing; this may include testifying in front of the Congressional Appropriations Committees and in similar venues.
Serves as the CFO's primary representative with persons and groups both inside and outside of the organization. Represents the CFO and the Library in high-level meetings with groups inside the Library, and with legislative branch agencies and other federal and private officials and organizations. Establishes and maintains effective, collaborative working relationships with internal and external stakeholders, including senior Library managers, the Copyright Office, the Congressional Relations Office, and representatives of other legislative branch agencies.

(1) Ability to manage and lead investment and trust fund oversight activities.** The successful candidate has managed and led investment and trust fund oversight activities involving multiple stakeholders. Served as the primary liaison with external investment advisors and investment banks and represented the organization in Investment Committee and Trust Fund Board functions. Monitored portfolio performance, evaluated investment decisions, and tracked the status of investments. Coordinated with advisors and financial institutions on all investment transactions, including processing, buying, and selling actions. Provided authoritative guidance and leadership on investment matters affecting multiple major organizations and advised stakeholders on the management of gift and trust funds to support agency programs. Collaborated with the budget office on long-range investment planning and budgeting in alignment with agency goals and approved programmatic redemptions and investment reallocations.
(2) Knowledge of the congressional decision-making process. ** The successful candidate has applied knowledge of congressional decision-making processes including how legislation becomes law, the federal budget and appropriations processes, and oversight while leading and supporting external liaison and stakeholder engagement efforts. In doing so, 1) represented the organization in meetings with internal and external stakeholders, 2) collaborated with legislative bodies, 3) agencies, and partners, 4) maintained relationships with key stakeholders, and 5) served as a liaison to committees, boards, and advisory groups.
(3) Ability to supervise and lead a diverse workforce. The successful candidate has supervised and led a diverse workforce, in doing so, performed these administrative functions: (1) established performance standards, guidelines, & expectations; (2) directed daily operations, assigned work, & evaluated performance & outcomes; (3) provided coaching, mentoring, & informal/formal feedback; (4) resolved employee concerns, complaints, & grievances promptly; (5) developed & implemented improvement plans & recommended personnel actions; (6) advised & counseled staff on work-related & administrative matters; (7) exercised authority to initiate & enforce disciplinary actions; (8) reviewed & approved/denied leave & other personnel actions; (9) oversaw processes to ensure efficiency, compliance, & effectiveness; and (10) communicated organizational goals, priorities, & expectations to align with mission objectives.
(4) Ability to apply federal financial management expertise. The successful candidate has demonstrated comprehensive expertise in federal financial management by leading and supporting a full range of activities, including managing annual budget cycles for organizational units; developing and reviewing internal budget proposals for new initiatives; preparing budget justifications for senior leadership and external stakeholders, including appropriations subcommittee staff; evaluating acquisition and hiring plans; monitoring obligations and expenditures across all budget lines; supporting audits and fiscal control programs; and conducting fee assessments and reviews. Provided authoritative guidance on all aspects of financial management, led the development of short- and long-range financial plans, oversaw budgeting, resource allocation, and financial performance, and ensured financial strategies were aligned with organizational goals and performance objectives.
(5) Ability to convey information orally through briefings, consultations, and other presentations. The successful candidate has conveyed analysis and information both orally and in writing through briefings, consultations, presentations, and complex, specialized documents. This includes briefings, budget documentation, financial statements, annual reports, statements of work, and strategic planning and forecasting materials and adapting the content, form, depth, and level of detail to effectively meet the needs of diverse audiences in both planned and extemporaneous settings.
(6) Ability to communicate effectively other than in writing. The successful candidate has the ability to speak clearly, politely, and under control to peers, staff, managers, supervisors, and external audiences to both provide and seek information. This also includes actively listening to and understanding information; and listening to and answering questions thoughtfully and completely.
