Duties

Help

- Serves as the Director of Resource Management for SOCOM, responsible for planning, organizing, and directing the activities of the directorate while serving as the primary advisor to the Commander on all financial and resource management matters.
- Exercises supervisory personnel management responsibilities.
- Oversees the management, analysis, and execution of SOCNORTH's budget, financial reporting, and fund distribution systems to ensure effective resource allocation, compliance with regulations, and support for mission requirements.
- Leads and manages the completion of special projects, initiatives, assignments and represents the Command with a variety of COCOM and functional area organizations.

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42,
  • This position is emergency essential. The employee must provide immediate and continuing support for combat operations or support maintenance and repair of combat essential systems of the armed forces.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA), 2012, Public Law 112-81, Subtitle F-Financial Management, Section 599d.
  • Work will occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays.
  • In the performance of assigned duties, employees use tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes the ability of overseeing all aspects of financial management, resource allocation, and budget execution to ensure mission success. Serves as the recognized authority in the analysis and direction of financial programs and issues. Represents the directorate officially and possesses all authority and prerogatives excluding Uniform Code of Military Justice (UCMJ) authority which is vested in military officers only. Exercises supervisory and managerial authorities over directorate civilian and military personnel; in addition to managing the activities of the directorate, which include command-wide long-range financial management planning and control, cost estimating, systems development, accounting, budgeting and audit readiness activities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Title X authorities and statues applicable to major Force Program (MFP) 11 (Special Operations) budgeting and execution, including the DoW Financial management Regulation and other relevant financial management policies and procedures.
2. Knowledge of multi-year appropriations policies and procedures, including the ability to manage and execute funding across fiscal years while ensuring compliance with applicable laws, regulations, and guidelines.
3. Skill in exceptional operational USAF writing.
4. Comprehensive knowledge of the DoW Planning, Programming, Budgeting, and Execution System (PPBES), the legislative budgeting process, and the DoW acquisition process to effectively manage resources and support operational and strategic mission objectives.
5. Skill in analyzing, planning, and adjusting work operations across multiple organizational segments to meet program requirements and objectives within available resources, ensuring efficiency and effectiveness.
6. Effective communication skills, both orally and in writing, to convey complex financial concepts, policies, and recommendations to senior leaders, stakeholders and subordinate staff in a clear cand concise manner.
7. Knowledge of risk management and internal control programs, including the ability to ensue audit readiness compliance with financial management regulations, and adherence to the Federal Managers' Financial Integrity Act (FMFIA) of 1982.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
