The incumbent serves as a Physical Security Specialist responsible for ensuring efficient, equitable, and standardized fulfillment of technical security services at overseas facilities in support of Diplomatic Security’s overseas security program through the management of overseas–based regional engineering services.

Duties

Help
  • Manages the installation and maintenance of various counterintelligence and counter-terrorism technical security systems (TSS).
  • Provides liaison between post management and the Bureau of Overseas Buildings Operations (OBO) during physical security upgrades and acts as the subject matter expert for such installations/upgrades.
  • Serves as the primary point of contact and senior technical advisor for overseas and domestic technical security program managers in the coordination and resolution of technical security program matters.
  • Serves as the Senior Technical Trainer (STT) to an Engineering Services Center (ESC) to ensure that Regional Security Technicians (RST) and Naval Support Seabees are properly trained and competent to maintain TSS.
  • Develops and administers training plans including lecture, hands-on, and virtual training covering installation, preventative and corrective maintenance, and procedures for system restoration of TSS.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

o   Experience analyzing, interpreting, and implementing complex laws, and regulations relating to technical security systems.

o   Experience managing the installation and maintenance of various counterintelligence and counter-terrorism technical security systems.

o   Experience developing and administering training material for a technical security program (i.e. training plans, lectures, hands-on, virtual).

There is no substitute of education for specialized experience for the GS-13 position.

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the Monster Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  Responses to questions that are not fully supported by your resume may result in a rating adjustment. 

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):

Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

  • Knowledge of technical security activities. 
  • Ability to provide program management in highly complex and visible situations.
  • Ability to manage a wide range of security programs.
  • Knowledge of transmission, broadcasting, switching, control, and operation of RF Technology.
  • Knowledge of budget functions.
  • Ability to manage a training program.
