Gather information from files and prepares various reports relevant to maintenance and construction activities
Perform contract activities of technical nature
Draft plans, coordinate and inspect work both of contractor and hired labor
Perform field engineering work to develop site plans
Inspects and monitors the performance of piezometers, visually inspects embankment, and conduct dam operations/maintenance.
Perform a variety of laborer tasks such as brush clearing, policing grounds, mowing, weed eating, and cleaning ditches.
Maintain and repair facilities - electrical and mechanical repairs, concrete and masonry duties, plumbing tasks
Operates motor vehicles, and equipment
Pre-employment physical and an annual health assessment are required.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires a valid, State-issued motor vehicle driver’s license.
Qualifications
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

For the GS-05, Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties: 1) inventorying items in support of contracting activities OR 2)performing facility inspections OR 3) performing minor plumbing, electrical, or maintenance to facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
For the GS-06, Specialized Experience: One year of specialized experience which includes 2 of the following 3 duties: 1) preparing simple contract documents which include bill of materials OR 2) reviewing work of contractors OR 3) performing minor plumbing, electrical, and maintenance to facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
For the GS-07, Specialized Experience: One year of specialized experience includes the following duties: 1) preparing simple scopes of work for maintenance or construction contracts AND 2) leading others in performing electrical, plumbing, and facility maintenance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
