Duties

Help

Formulates NGB-IG Policies and Procedures-Acts on behalf of The Inspector General -National Guard Bureau ((TIG-NGB), DTIG-NGB, and the CNGB in formulating and promulgating policies and procedures for conducting inspector general activities throughout the NGB.

Serves as the Senior Technical Authority and Subject Matter Expert for the Inspector General Program.

Special Projects-Personally performs actions for TIG-NGB, DTIG-NGB, and the CNGB which are especially sensitive in nature, and must be completed singularly with no staff assistance or oversight.

Assists in implementing NGB, Department of Army (DA), and Department of the Air Force (DAF) directed inspection programs within the NGB, Army National Guard (ARNG) and the Air National Guard (ANG) to ensure that National Guard organizations are properly uniformed, armed, equipped, trained, and prepared for deployment.

  • Mission Essential-This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Work may require travel on military or commercial aircraft. Incumbent will be required to work away from home station up to 30% of the time.
  • Incumbent will not be the subject/suspect of an ongoing inquiry or investigation, nor substantiated or wrong doing of any kind in the past.
  • The employee may be required to work overtime. Position may perform other related duties as assigned.

Emergency Essential-This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or designated alternate, be removed from military recall status if alternatives for filling the position are not readily available. Employee must sign DD Form 2365 as a condition of employment.

IAW AF guidance, incumbent must complete the Installation Inspector General Training Course (IIGTC) within 90 days of appointment; must complete the USAF Basic Inspectors Course for the Commanders Inspection Program within 90 days of assignment; and IG appointees for nuclear capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD and AF regulations.

Incumbent must remain qualified for access to Inspector General information by maintaining the high standards required of Inspectors General, specified in DoDD 5106.04, Chief National Guard Bureau instruction 0700.00, Army regulation 20-1, Inspector General Activates and Procedures, and Air Force Instruction 92-301, Inspector general Complaints Resolution to retain this position. This means a continued display of expertise, candor, credibility, reliability, and trustworthiness.

Incumbent will be required to attend, and successfully complete the Department of Defense Inspector General Course, Department of the Army Inspector general Course, Department if the Air Force Inspector general Course and other inspector professional education as directed by TIG-NGB.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Laws, Executive Orders, DoD Regulations, Air Force Instructions, Army Regulations, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to develop agency wide policies, procedures, and strategies; provide expert technical advice, guidance, and recommendations to higher level officials; make recommendations, and solve problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Comprehensive knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Laws, Executive Orders, DoD regulations, Air Force instructions, Army Regulations, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs. Subject matter expertise in Inspector General law, regulation and policy established by United States Code, DoD Regulations, Air Force Instructions and Army Regulations.

Knowledge of DoD, Army, Air Force, MAJCOM, and installations program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various installation entities involved in overall program planning and execution of military operations and evaluations.

Knowledge of personnel management, EO/EEO, and safety and security regulations, practices, and procedures.

Skilled in assessing program requirements, evaluating program status, and recommending or implementing solutions for improvement.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.

Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise /inform on complicated, sensitive, and occasionally controversial issues.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
