Summary

You will serve as a SUPERVISORY INTERDISCIPLINARY in the PUBLIC WORKS DEPARTMENT of NAVAL SUPPORT ACTIVITY ORLANDO.

This is a Supervisory Interdisciplinary position which may be filled by any of the following series: General Engineer (0801), Architect (0808), Civil Engineer (0810), Mechanical Engineer (0830), Electrical Engineer (0850).

You will serve as a Deputy Public Works Officer.

Duties

Help
  • You will advise multi-disciplinary teams on facility development products or services to ensure successful project execution.
  • You will manage design and construction projects to promptly identify and resolve issues while ensuring the structure, systems, functions and performance adhere to pre-established standards and requirements.
  • You will lead a wide range of personnel (e.g., engineers, technical personnel, contractors) to support facilities engineering project issues.
  • You will mentor employees in the area of project management ensuring performance, cost, and schedule metrics are met.
  • You will formulate budgeting justification and expenditure tracking for all assigned facility construction projects to ensure command requirements are met.
  • You will manage financial assets for multiple funding streams to ensure compliance with differing restrictions on the use of those funds.
  • You will identify training needs to ensure employees' are skilled in accomplishing the organization's mission requirements.
  • You will supervise or lead a team by assigning and directing work, monitoring performance, establishing priorities, and adjusting workload.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Selectee must have and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

In addition to the Basic Requirement for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Managing a complex facility program to include planning, programming, budgeting and execution of requirements; 2) Leading the timely and successful execution of facility projects to include the development and oversight of project budgets, schedules and/or contract acquisition strategy; 3) Building successful teams and strategic relationships with key stakeholders; 4) Developing, submitting, and/or delivering persuasive project justification packages, project data sheets and/or briefs; 5) Providing justification of facility requirements to management and leadership in both written and oral presentations; 6) Using Subject Matter Expertise to provide support, guidance and/or training to team members and stakeholders. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education. Applicants should meet the DAWIA Certification requirements for the Engineering and Technical Management (ETM) Career Field and be certified at Level II at the time of application. Education

BASIC REQUIREMENT:

A registered Professional Engineer in the District of Columbia, Guam, Puerto Rico, or any State in the U.S.

A registered Architect in the District of Columbia, Guam, Puerto Rico, or any State in the U.S.
