Duties

Help
  • Serves as the contracts manager for the 840th Transportation Battalion responsible for conducting and monitoring the administrative actions of contracts all valued in excess of $30,000,000.
  • The contracts are two Stevedoring and Related Terminal Services (SRTS), two Third Party Logistics (3PL), and one Deployment and Distribution Services (D2S2) Contract, and two Bulk Purchase Agreements (BPA).
  • Prepares initial Government Cost Estimate (IGCE), Performance Work Statements (PWS), Statements of Continuing Need (SCN), Requests for Services Contract Approval (RSCA), and Contract Proposal Technical Evaluations for the Battalion.
  • Plans, develops and implements the Battalion's Quality Assurance Surveillance Program all for Battalion contracts.
  • Assists in investigating contractor complaints concerning US Government performance issues/problems. Determines scope of problem, coordinates or conducts research, presents conclusions/decisions or recommendations to necessary personnel.

  • This position requires that the incumbent must successfully complete a pre-placement medical examination/physical due to the physical requirements of the position.
  • Candidates selected for this position must pass an extensive medical examination for deployment and employment duration to CENTCOM area per MOD18 guidance.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

  • This position requires a valid, state-issued Driver's License and must be insurable in order to travel to other locations in the Command's structure.
  • This position is designated as an Emergency Essential (E-E) position in support of mobilization and wartime mission requirements and requires the incumbent to remain in the overseas area and perform duties until relieved by the proper authority.
  • This position may require employees to work overtime on a regular basis to accommodate peak workflow or respond to emergency situations, often under severe time constraints.
  • If appointed as a Contract Officer Representative (COR), employee is required to (at a minimum) complete the following on-line courses: CLC222, CLC106, and CLM003.
  • CORs must also obtain 40 hours of continuous training ever 2 years, which can be obtained through the Federal Acquisition Institute and the Defense Acquisition University.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes performing contract management / contracting officer representative functions to meet operational needs, ensuring contract compliance, and resolving issues regarding contractors' performance or contract interpretation.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07)

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in afield which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

U.S. Army Military Surface Deployment and Distribution Command

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

This position is located at Camp Arifjan, Kuwait. The base provides permanent support facilities for American troops in Kuwait, replacing temporary facilities that had been used since the Gulf War. It is a United States Army installation which accommodates elements of the US Air Force, US Navy, US Marine Corps and US Coast Guard. Military personnel from the United Kingdom, Australia, Romania and Poland are also forward deployed there. Camp Arifjan is located south of Kuwait City and Ali AL Salem Airbase, and west of the Shuaiba Port (Military Sea Port of Debarkation/Embarkation, or SPOD) and Kuwait Naval Base (KNB). The weather can be hot and dry with extreme heat in the summer months and mild winters. The base has three base exchanges (AAFES), many fast food restaurants on site, and 3 Military Dining Facilities (DFACs) some of which serve 4 meals daily.
