Duties

Help

The duty station location will be determined upon selection, to include current employees of the Treasury Inspector General for Tax Administration based on their current Core office location listed in this announcement.

As a Supervisory Information Technology Program Manager (Assistant Director), you will:

  • Supervise the work of a Section within an assigned Division of the Office of Information Technology (OIT), serving as a project manager for a variety of information technology and other related projects.
  • Develop performance standards relative to assigned workloads, coordinating with appropriate TIGTA offices to ensure consistency with organizational performance goals and measures.
  • Evaluate the work performance of subordinates against defined performance standards. Provides mid-year and annual performance appraisals and routinely offers feedback to subordinates on performance to include informal and formal employee counseling.
  • Lead task forces comprised of OIT personnel, user representatives and contract personnel engaged in studies and analyses to develop forecasts regarding immediate and long-range user requirements, and to develop proposals and plans for acquisition of computer and telecommunications hardware and software required to meet user and OIT needs.
  • Initiate acquisition projects (hardware, software, services) in accordance with TIGTA operating procedures and assures that project work is completed and documented in accordance with regulations and guidelines issued by the Treasury Department, General Services Administration, General Accounting Office, National Bureau of Standards and Office of Management and Budget.

Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

  • Managing projects in the conception, design and development of business modernization and automation systems across various technologies through effective communication with business partners, team members and leadership; AND
  • Experience leading or supporting the deployment of applications to cloud-base infrastructure; AND
  • Evaluating, recommending, planning and scheduling the upgrade and installation of new technologies and architectures using low code/ no code applications; AND
  • Oversight of program-level initiatives including budget and policy formulation.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • A one year probationary period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities.
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. This announcement uses the Rule of Many, a numerical ranking process under which eligible applicants receive a numeric score based on the assessment process for the position. Only applicants who are eligible for veterans' preference receive 5- or 10-point veterans' preference points, which are added to passing scores, as applicable.
