The Office of Program Operations provides program operations guidance, analyses, and procedures for various GSS programs to provide high quality, low cost products to GSS customers.

As a Sales Contracting Officer, you will be responsible for performing the following responsibilities:

  • Serve as a warranted sales contracting officer for awarding sales contracts to the highest responsive bidder. Ratify sales contracts. Issue, void, and manage contract awards.
  • Analyze sales data and provides recommendations for program improvements. Assist the supervisor with the implementation of these initiatives in an effort to increase sales proceeds.
  • Determine marketability of properties, the target market, type of sales, and conditions related to the preparation of invitation for bid. Control the amount and type of advertising. Analyze statistical data for individual sales reports and summary program reports.
  • Maintain liaison with the business community, agency officials, state and local government representatives, and others to determine reactions to sales and problems encountered. Recommend changes to existing procedures based on analysis of feedback, perceptions, and problems that arise.
  • Analyze new or revised policies and legislation affecting GSA property disposal activities. Assess impact of changes and prepares findings. Analyze alternative courses of action and provides guidance in such areas as misdescriptions, refunds, and alternative dispute resolutions.

  • Current or Former Political Appointees:  The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • The ability to obtain and maintain a Personal Property Disposal Certification (PPD-C) Level I in the official government-wide career management system of record, and the ability to maintain a Sales Contracting Officer Warrant. Must meet the requirement for Sales Contracting Officer Warrant at the time of selection and must obtain PPD-C within 3 months if not already obtained.

The GS-12 salary range starts at $97,307 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the federal service.

Specialized experience is:

  • Conducting sales of personal property declared surplus to organizations;
  • Assisting senior specialists in determining the marketability of properties, the target market, the type of sale, and/or the type of advertising; and
  • Analyzing statistical data for individual sales reports to summarize program reports to present to leadership.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skill in awarding sales contracts in accordance with procedures and objectives established by various property disposal guidelines.

  2. Knowledge of cost and price analysis to perform strategic and analytical assessments.
  3. Skill in conducting marketing and sales negotiation techniques to negotiate prices, terms and conditions, contract modifications, and settlements.

  4. Skill in communicating with customer agencies, state and local governments, congressional offices, contractors, private sector, and/or the general public to present information on sales contracts.

  5. Knowledge of property disposal principles, concepts, and methodologies to perform a variety of technical, administrative, and analytical duties relating to the utilization, donation, sales, marketing, and related disposal functions for excess and surplus personal property.
