General Manager Duties:

As a Front Line Manager you will:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.


The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Performs a wide range of technical financial analysis and case processing functions in support of the Refundable Credit Examination (RCE) program, which focuses on identifying and resolving questionable refundable credits, including but not limited to the Earned Income Tax Credit (EITC), Additional Child Tax Credit (ACTC), and American Opportunity Tax Credit (AOTC).
  • Reviews, research, and analyzes taxpayer accounts, returns, and supporting documentation using IRS systems such as IDRS, RICS case management tools, and other applicable databases to determine the validity of claimed credits.
  • Applies established procedures, Internal Revenue Manual (IRM) guidelines, and program criteria to evaluate discrepancies, verify taxpayer eligibility, and determine appropriate case actions.
  • Processes examination cases by securing, reviewing, and interpreting financial and tax-related documentation submitted by taxpayers or third parties, ensuring compliance with statutory and procedural requirements. Identifies missing, incomplete, or inconsistent information and initiates follow-up actions as necessary to resolve issues.
  • Adjusts taxpayer accounts, inputs appropriate transaction codes, and prepares case files for closure in accordance with RCE program standards, quality requirements, and timeliness expectations

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

QUALIFICATION REQUIREMENTS:

IR-08 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:

  • Applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight by applying supervisory principles and practices, including workload management, employee development, performance evaluation, and labor relations to effectively lead and support a team? (This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, senior specialist/analyst or other role that included managing resources, providing support to managers, mentoring team members, providing day-to-day guidance training and/or oversight of peers or others.)
  • Reviewing financial processing and examination of taxpayer returns and supporting documentation on refundable credits for compliance with applicable tax laws, regulations, IRS procedures and to ensure accurate input and timely processing. Applying IRM (Internal Revenue Manual) provisions, refundable credit program guidelines, and case processing systems, including IDRS (Integrated Data Retrieval System) and tools utilized by RICS (Return Integrity Compliance Services) such as IAT(Integrated Automation Technologies) and AMS (Accounts Management System) to accurately evaluate cases and ensure proper resolution.
  • Applying taxpayer rights, disclosure regulations in accordance with IRC §6103, and records management requirements to ensure the protection of sensitive information and the maintenance of accurate and complete case documentation.
  • Communicating clearly and effectively, both orally and in writing, conduct presentations, explain procedures, and provide guidance to employees, taxpayers, and other stakeholders.
  • Analyzing work processes, identifying trends or problem areas, utilizing reports to prioritize assignments, and implementing improvements to enhance operational efficiency and quality. Utilizing automated systems, databases, and reporting tools to manage inventory, monitor performance, and support data-driven decision-making, contributing to the overall effectiveness and integrity of program operations.

Rating: Your application will be evaluated on the leadership assessment and technical competencies of the position to be filled per the Service's Management Selection Program (MSP) 2.0 which covers Frontline, Department and Senior Manager positions. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified.
