You will serve as the Aircraft Control Custodian Office Lead in the Aircraft Control Custodian Office, Test & Evaluation Group of the Naval Air Systems Command of NAVAL AIR SYSTEMS COMMAND.
Summary
You will serve as the Aircraft Control Custodian Office Lead in the Aircraft Control Custodian Office, Test & Evaluation Group of the Naval Air Systems Command of NAVAL AIR SYSTEMS COMMAND.
Current permanent employees of DON, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, and VEOA eligibles.
You will manage the aircraft and oversee the execution of Research, Development, Test and Evaluation (RDT and E) funds supporting test pilot readiness, aircraft and support equipment sustainment in support of test execution.
You will prepare and submit justifications for major expenditures for equipment, facilities and manpower, and oversees the management of these programs.
You will develop policies, provides guidance, plans goals, and makes recommendations for the commitment of resources for Navy RDT and E Aircraft, Support Equipment, Aviation Depot Level Repair and Flight Hour Funds.
You will integrate and coordinate with other DOD activities, intelligence agencies, contractors and foreign governments on projects, facilities or equipment, and future capabilities.
You will analyze test and evaluation requirements relative to planning, development, and procurement of RDT and E aircraft and support equipment assets.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.

Qualifications
Your resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following: 1) Serving as a subject matter expert on matters relating to operations, maintenance, and/or safety of aircraft; 2) Executing the Planning, Programming, Budgeting, and Execution (PPBE) process, develop Program Objective Memorandums; Developing/maintaining plans; 3) Identify funding shortfalls, assess impacts and implement mitigation strategies; 4) Executing Research, Development, Test & Evaluation (RDT&E) funds responsible for ensuring test pilot readiness, aircraft, and support equipment sustainment, in support of test execution supporting the POM; 5) Expert Knowledge of U.S.C., Navy, and Federal Aviation Administration (FAA) statutes and policies related to the continuing airworthiness of aircraft operations associated with military and contracted civil aircraft conducting Public and State Aircraft operations in support of Title 10; 6) Leading a team of military, civilian and/or contractor workforce. Ability to supervise federal civilian employees.
