The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Articulates and communicates to team members their assignments, projects, problems to be solved, actionable events, and deadlines for completion. Identifies, distributes, and balances workload and tasks among team members; trains or arranges training for team members in analytical methods and techniques; monitors status of work and projects; coaches and facilitates in coordinating team initiatives; reviews completed work to ensure the supervisor's instructions on work priorities, methods, deadlines, and quality are met; and keeps the supervisor informed on team and individual work accomplishments.
  • Approves leave; resolves simple and/or informal complaints of employees and refers others to supervisor: and informs employees of available benefits, services, and work-related activities.
  • Formulates operating plans for assigned programs/areas and provides guidelines pertaining to effectiveness of program operations in meeting established goals and objectives. Operating plans impact organizational design, program staffing, and work procedures.
  • Plans, coordinates, and establishes operating methods and procedures for accomplishment of project/mission, and directs the development and accomplishment of employee training relating to the project.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Demonstrating accomplishment of analytical and evaluative methods and techniques, both qualitative and quantitative.
  • Management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them.
  • Experience with project management to evaluate complex projects and studies and to identify problem areas, trends, deficiencies, and other similar factors affecting operations.
  • Budgeting methods and techniques to prepare analyses and estimates.
  • Oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
  • Acting as a liaison between the Agency and internal parties on significant and sensitive matters involving safety, employee, and communication activities.
  • Recommending process improvements through evaluation of data and reports.
  • Preparing and delivering presentations to a variety of audiences including senior and executive management.
  • Microsoft Office Suite (Excel, Outlook, Word, Publisher, Adobe-creating fillable forms).
  • SharePoint 2010 site Administration, work-flow creation, and design of SharePoint content.

AND

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

Education
