Summary

As a Project Manager for Real Estate Sales (also known as Realty Specialist), you will perform a variety of management and disposal duties such as implement real property asset management and disposal strategies and actions.

The Office of Real Property Disposition is responsible for the disposal of excess Federal real property.

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Help

  • Reviews Reports of Excess; works with client agencies to obtain property information and complete Reports of Excess process. Analyzes data submitted, determines accuracy of reports; makes recommendations for accepting or returning reports.
  • Develops disposal plans and strategies that may include exchange strategies and entering into leases or permits as appropriate.
  • Screens suitable and available property for use by homeless providers; conducts outreach seminars; meets with local community representatives, State officials, private citizens and representatives from other federal agencies, etc.
  • Prepares environmental assessments and complies with the National Environmental Policy Act of 1969 to ensure all environmental and historical factors of significance have been considered in preparing the Disposal Plan.
  • Serves as focal point person on customer outreach and asset management opportunities; develops materials to facilitate utilization, customer outreach and customer service.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

  • Occasional travel is required

Qualifications

The GS-12 salary range starts at $94,654 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is one year of experience equivalent to the GS-11 in the Federal service. Specialized experience is performing real estate disposal, sales and transfer actions for excess and surplus commercial and/or industrial properties. This experience must include:

  • Researching, interpreting and applying real estate disposal laws, regulations and procedures;

  • Developing and implementing property disposal plans and strategies;

  • Performing real estate site inspections;

  • Conducting highest and best use analysis for real property;

  • Negotiating and preparing the terms of disposal and transfer agreements; and

  • Conducting customer outreach and marketing for real estate disposal and transfer opportunities.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses:

  1. Knowledge of a wide range of real estate principles, concepts, and practices, as well as an understanding of the real estate market conditions and industry standards.
  2. Knowledge of real estate and real property disposal and knowledge of organizational management principles, techniques, theories, practices and policies.
  3. Ability to negotiate in order to meet with Federal, State, municipal and community representatives on disposal actions.
  4. Knowledge of statutes, realty laws, executive orders and legal procedures, involved in performing and/or reviewing the full range of realty management and disposal transactions.
  5. Knowledge of the planning processes in order to support property disposal transactions, asset management initiatives, and stakeholder outreach.

Your possession of the KSAs will place you in one of the following categories:.

  • Best Qualified = 4+ out of 5 KSAs  
  • Well Qualified = 3 out of 5 KSAs (Well Qualified for CTAP/ICTAP) 
  • Qualified = 2 or less out of 5 KSAs.

If you are eligible under the Interagency Career Transition Assistance Plan (ICTAP) or GSA’s Career Transition Assistance Plan (CTAP), your resume must clearly demonstrate experience in at least 3 of the 5 required Knowledge, Skills, and Abilities (KSAs) to receive priority consideration.
