This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Service (PDS). The role oversees portfolio and program management, supervising staff and resources for planning, execution, and evaluation of major VA IT initiatives. Advises leadership on IT planning, budgeting, acquisition, and delivery; manages development and sustainment of systems and architectures; and oversees computing and software services.

Major Duties:

  • Oversees the development of detailed program/project plans, tasks, schedules, and ensures identification of required milestone dates through coordination with IT Project Managers and stakeholders, to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
  • Keeps all parties informed of project status, changes in requirements, changes in resources, and impacts on meeting established project timelines, tasks, milestones, and objectives.
  • Coordinates with stakeholders to ensure appropriate interests are represented, functional requirements are included in analyses and designs, implements Government and industry best practices and tools within the assigned program areas, business practices are addressed and/or redesigned, and stakeholder feedback is incorporate.
  • Elicits customer support in the development of acquisitions, scope, and finalizing programs/ project schedule while reducing product risk.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site.

Working Conditions: The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. The responsibilities of the position require occasional travel and may subject the incumbent to various resultant environmental changes.

This is not a remote position. OI&T has multiple worksites at various duty locations, and the individual(s) selected may be assigned to any federal government work site. Basic Requirements:

Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Selective Placement Factor:
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Expert-level experience managing multi-million-dollar IT programs, including planning, execution, risk management, and cross-functional coordination.

AND

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: managing a portfolio of complex IT programs or products from conception through delivery, including defining program scope, developing acquisition or implementation strategies, and ensuring alignment with organizational goals. Leading cross-functional teams of technical and business stakeholders to design, develop, deliver, and optimize digital services that improve end-user experience and operational outcomes. Applying Agile or hybrid project management practices to plan, prioritize, and execute product roadmaps, manage backlogs, and coordinate iterative releases across multiple delivery teams. Overseeing vendor or contractor performance, ensuring compliance with federal IT policies, cybersecurity standards, accessibility requirements, and quality assurance processes. Using data, analytics, and user research to evaluate product performance, improve service delivery, and drive continuous improvement across digital channels. Communicating program objectives, risks, tradeoffs, and progress to senior leadership, and preparing briefings, reports, or recommendations to support strategic decision-making.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
