Duties

Help

  • Serves as the Wing Cybersecurity Manager, leads and manages the Wing's comprehensive cybersecurity program to ensure the confidentiality, integrity, and availability of information assets across 2 installations. Develop, implements, and enforces cybersecurity policies and procedures in accordance with DoD, Air Force, and industry directives.
  • Manages System/Network Certification & Accreditation Program, implement and advise on Certification and Accreditation program direction to ensure the protection of information transmitted among organizations on the installation across multiple communications methods.
  • Senior Information Assurance specialist, manages and ensures appropriate coordination of Enterprise Enclave Risk Management Framework (RMF) processes.
  • Serves as the installation TEMPEST Manager, focal point for all TEMPEST program requirements.
  • As a senior IT specialist responsible for information assurance, ensures emergent systems within USAFE's scope of responsibility are properly entered into and coordinated through the DoD and Air Force information assurance processes.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Click here for the occupational requirements for this position.

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes: Utilizing IT security principles, methods, security products, and services to evaluate, recommend the acquisition of, implement, and disseminate IT security tools and practices to protect networks; analyzing functional IT network security system requirements, translating security findings into functional requirements, developing supportable recommendations for enhancements, and applying a wide range of security methodologies and tools; planning and coordinating the delivery of IT security awareness training programs for end users of all levels at the installation; and applying IT network security systems design principles, methodologies, and approaches to develop, test, install, operate, and maintain network services that support functional requirements.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Note: you must provide a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a full range of IT security principles, concepts, practices, products, and services (including system software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Preferably with in depth knowledge of DoD and Air Force Information Assurance Directives, Risk Management Framework (RMF) processes, and Policies.
2. Knowledge of a wide range of IT networking principles, concepts, and methods for protecting computer systems from viruses, data tampering and unauthorized system entry.
3. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation and performance methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
4. Ability to develop and conduct effective information security training programs that enhance employee awareness and promote secure work practices.
5. Ability to communicate effectively, both orally and in writing, to effectively convey complex IT security concepts and requirements to diverse audiences, prepare concise and informative reports, and represent the organization in security-related discussions.

The primary purpose of this position is: Serve as the senior Information Technology (IT) Specialist (INFOSEC) and consultant responsible for management, oversight, and execution of Information Assurance policies, practices, procedures and standards for all command, control, communications, computer, and intelligence (C4I) systems across the 48th Fighter Wing (48 FW) and Geographically Separated Units (GSUs) in accordance with Department of Defense (DoD) and Air Force level instructions and regulations. Also analyzes requirements and establishes plans of action for improving IT systems/applications. Alongside the Wing Cybersecurity Office Section Chief, manages and oversees the communication-computer security (COMPUSEC) program, TEMPEST (Emissions Security), and Information Assurance Awareness Programs. Ensures Higher Headquarters and Major Command (MAJCOM) directed tasks and requirements are accomplished in a timely manner to include IT Investment Portfolio Suite (ITIPS) reporting.
