The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $161,313).

Duties

Help
  • You will provide leadership to assigned work center personnel both technically and administratively.
  • You will support all programs in the Digital Engineering Department and will be responsible for the leadership of teams.
  • You will provide leadership of the ILS or Logistics Element Management function and programs planning, executing preparing, reviewing, coordinating or evaluating logistical actions in support of new systems acquisition or sustainment programs.
  • You will prepare milestones, test plans, procedures, system analysis and data of the systems and associated systems.
  • You will be responsible for leading personnel with a variety of logistics expertise in developing and implementing programmatic requirements from acquisition through sustainment to disposal.
  • You will develop and update of logistics planning documents, define system supportability requirements, evaluate program documentation for logistics impacts, and establish and maintain logistics program databases.
  • You will participate in various working groups and integrated product teams dedicated to development of specific logistics products.
  • You will develop task planning sheets, budget/task develop and support, and conduct workload planning.
  • You will will provide Technical Authority services in support of the Department Contracting Officer's Representative (COR) on contract(s) oversight and management.
  • You will lead overall project schedules, maintain direct and professional relationships with key customers and stakeholders, hold periodic meeting to ensure expected products and services will be delivered on time and with the highest quality.
  • You will work with Managers to ensure team members are effective and efficient.
  • You will partner internally and externally to support collaborations, deconflict issues and schedule for developing solutions.
  • You will develop and maintain direct and professional relationships with key customers and stakeholders in assigned project areas within business lines.
  • You will manage customer satisfaction solicit and respond to feedback often, in a regular and timely manner.
  • You will collaborate with others as necessary to execute projects successfully.
  • You will effectively communicate with customers, managers, team members and project managers to stay apprised of priorities, issues, and schedules.
  • You will partner and collaborate with other Subject Matter Experts and team members including engineers, logistics personnel and technicians to effectively improve processes and products.
  • You will lead technical reviews of processes and products to support program, system, and project deliverables.
  • You will review schedules, milestones to assess workload and resource strategies and plans to identify and mitigate risks.
  • You will support and lead inputs into NAVSEA, Command, department, divisional, and branch objectives and goals to execute Continuous Process Improvement and achieve command and department strategic goals.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading personnel and managing integrated logistics and program support activities across acquisition to deliver high-quality, mission-ready systems on time, mitigate risks, and achieve strategic and customer objectives for the optimization of a naval program.

Examples of qualifying experience include:
1. Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
2. Manages programs and fosters an environment that administers all resources in a manner that instills public trust while accomplishing the mission. Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness. Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and ensures sound management processes and procedures are in place, ensuring that national interests are well served. Accepts responsibility for mistakes. Complies with established control systems and rules.
3. Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.
4. Defined as the technical and management activities conducted to develop and deliver required system support to ensure achievement of warfighter required performance capabilities, while minimizing support costs, logistics footprint, and providing the user with the resources to sustain the system in the field.
5. Defined as the technical and management activities conducted to ensure supportability performance capabilities are considered early and throughout the acquisition process to optimize support costs while providing the user with the resources to support and sustain the system. Ensures the equitable and concurrent incorporation of specified supportability related performance, capability, design, and development criteria associated with systems design (both initial and modernization) of defense system programs.
6. Defined as the total life-cycle systems management of program support and sustainment activities to translate force provider-specified performance criteria and associated outcome metrics for defense system operational availability and readiness into affordable, total system/total life-cycle support performance capabilities. Oversight of defense system logistics support planning and execution extends business case analyses to cross-program, logistics infrastructure considerations.
