You must be currently employed by the National Institutes of Health, serving on a permanent appointment in the competitive service. This job is also open to USPHS Commissioned Corps Officers and Call-To-Active Duty (CAD) Candidates.
The incumbent will serve as the Supervisory Human Resources Specialist leading the Executive Recruitment Branch (ERB) in the Division of Senior and Scientific Executive Management (DSSEM).
As a Supervisory Human Resources Specialist in DSSEM you will:
Provide oversight of the NIH executive recruitment program for SES and Title 42 equivalent positions, which includes SES equivalent positions, Science and Professional (ST), Senior Level (SL) and Institute/Center (IC) Directors and Deputy Directors, Scientific and Clinical Directors, and Executive Officer positions.
Advise organizational leadership of proposed regulations or policies that may impact executive recruitment processes and programs.
Facilitate communications among senior level management to provide information on executive recruitment policies and programs.
Recommend changes to improve onboarding processes for senior and executive level new hires.
Advise organizational leadership on the status of senior and executive level new hires.
U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

Qualifications
In order to qualify for a Supervisory Human Resources Specialist at the GS-0201-14 level, you must have one year of specialized experience at or equivalent to the GS-13 level in the Federal service, obtained in either the private or public sector, performing the following types of tasks:.1.) serving as a technical expert on Executive Recruitment, Onboarding and Talent Management policy; 2.) designing and performing analytical studies regarding recruitment and retention of SES and Title 42 equivalent positions; 3.) serving as the advisor to organizational leadership on findings, recommendations; 4.) implementation plans for improvements to recruitment and onboarding of SES and Title 42 equivalent positions.
