Summary

Responsible for the conduct and oversight of fitness training, equipment and staff. Assists to develop and administer a fitness program serving the needs of active duty military and their family members and other authorized patrons. Plans, markets and conducts ongoing fitness programs to provide conditioning for facility users. Instructs individuals and groups in the proper conditioning and training for aerobic and muscular fitness, body composition and flexibility. Instructs patrons in the proper use of equipment and self-monitored progress by preparing written instructions and procedures for use of equipment and safety of all users.
Incumbent plans, evaluates and ensures that the fitness program is meeting the physical development and fitness standards of authorized patrons. Administers the fitness program, instruction on strength conditioning and instructing of fitness equipment.
The incumbent must have the ability to approach patrons on the fitness floor in order to provide training tips and correct unsafe or ineffective exercise techniques.
Assists with the management of the fitness center with responsibility for opening and closing the facility, checking user ID cards, monitoring towel usage, and returning weights and other fitness material to the proper location. Routinely inspects and cleans equipment, performs preventative maintenance and minor repairs on equipment and coordinates for required major repairs on equipment located in the center. Periodically inspects and performs preventative maintenance on equipment.
Provides information and instruction related to nutrition, cardiorespiratory and strength conditioning. Instructs fitness center users on proper and safe use of equipment and use of fitness resources.
Assists with designing and implementing fitness programs complying with established rules and regulations. As requested, designs and monitors unstructured individualized self-paced programs for users or assists users in developing their own program. Conducts newcomers orientation or equipment orientation classes to individuals or groups on a regular basis to military, family members, civilians, retirees, and others eligible to use the fitness facility.
Provides administrative support to operate the facility as necessary. This may include but not limited to: registration of user privilege, waiver of liability forms, training schedules, development and use of computer software programs and other required records.
Conducts inventories and maintains property accountability of equipment
Assists in budget preparation and facility needs assessment by providing supporting data for inclusion in the overall annual budget requirements for the facility.
Must possess and maintain CPR, First aid and AED certification
Must pass all applicable records and background check.

Hours of work will vary as required by the needs of the program to include split days off, evenings, weekends and holidays.
May be required to work early, late and on weekends and holidays.

Qualifications

Specialized experience must demonstrate the following:
Must possess knowledge of Navy physical fitness standards to enable the employee to competently and independently carry out fitness activities sports programming and be able to adapt standards to local applications with wellness of entire population being of primary concern and the skill in the application and utilization of such knowledge in planning and carrying out an enhanced fitness program that meets as fully as possible the needs of the participating community.
Skill in the effective management of the financial and physical resources of the program. Thorough knowledge of rules and regulations relating to fitness.
Skill in effectively organizing and utilizing available resources within the program framework of non-appropriated fund procurement and accounting procedures in order to prepare purchase order requests required to support programs. Detailed knowledge of financial recording of obligations incurred as part of the program.
Must possess the skill, knowledge and ability to effectively promote a safe and healthy fitness program.
Must have the knowledge of Navy and local directives governing fitness activities and the ability to enforce safety requirements as it relates to techniques and equipment.
Must have the ability to speak effectively about the program and to motivate interested groups of active duty personnel and their family members in related activities and programs.
Must be a mature individual who can work with large groups of people or individuals as necessary.
Excellent written and verbal communication and interview skills are required to assess patron's, and assist with the promoting and marketing the program.
Education
A Bachelor's degree in Recreation Management or closely related field is desired. A minimum of three years of specialized experience recreation programming may be substituted for a formal degree.
