As a IT Project Manager, GS-2210-13, you will be responsible for:

  • Effectively and efficiently manageme Information Technology (IT) projects ensuring the consistent application and deployment of FSA Program/project Management
  • Managing and ensuring the successful delivery of an IT project in either an iterative, incremental, parallel, and time-boxed manner aligned to deliver business value.
  • Managing and ensuring the performance of role-specific tasks: project, time, resource, and budget management, scope management, schedule management, risk management.
  • Managing and ensuring the coordination on contracts and contracts management and oversight (in role as COTR/COR).

Qualifications

Specialized Experience for the IT Project Manager, GS-2210-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience leading cross-function team using agile delivery practices, improving team velocity, reducing cycle times, increasing stakeholder engagement and transparent communication of project progress in the delivery of complex IT modernization initiatives.. 
2. Experience monitoring project, schedule, budget, scope and risks using agile frameworks, recommending adjustments in real time to maintain schedule adherence and ensure high quality, on-budget delivery for complex IT system initiatives.
3. Experience leading technical teams to ensure agile project deliverables comply with federal mandates (e.g., FISMA, privacy, NIST,etc.) or industry standards and align with organizational governance processes, enterprise architecture, and strategic objectives to deliver frequent, incremental, customer-centric solutions.

Basic Experience Requirements

You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.
1.    Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2.    Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3.    Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4.    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of Project Management principles sufficient to lead and coordinate IT projects with multiple stakeholders.
2.    Ability to deliver mission critical IT initiatives to meet organizational objectives using agile project management tools or techniques.
3.    Skill in leading and directing people, teams and programs / projects associated with IT application development; the development of mission-critical enterprise class applications, and enterprise-wide IT projects. 
4.    Ability to develop acquisition artifacts required to procure, and provide services for  implementation, and operations and maintenance of an IT system and oversee vendor performance upon contract award.

Education

Education cannot be substituted for experience for this position and grade level.

Based on the outcome of this evaluation candidates will be placed into one of three categories.

Under category rating procedures you are placed into one of three categories based on the evaluation results:

Best Qualified -Candidates who possess the type and quality of experience that substantially exceeds the position’s minimum qualifications, including appropriate quality ranking factors.

Highly Qualified- Candidates who possess the type and quality of experience that exceeds the position’s minimum qualifications.

Qualified-Candidates who meet the minimum qualifications and are proficient in some but not all of the position’s requirements.

Based on the outcome of this evaluation, your application data may be further assessed by a Subject Matter Expert (SME) panel.  If your qualifications are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Federal Student Aid (FSA) directs, coordinates, and recommends policies for programs that are designed to provide financial assistance to eligible students enrolled in postsecondary educational institutions. This assistance includes grants, loans, and work-study assistance to nearly 12.9 million students through approximately 6,100 postsecondary institutions.  Additionally, FSA manages the administrative and oversight functions supporting programs authorized under Title I and Title IV of the Higher Education Act of 1965.
