Help
  • Serves as a Senior Operations Research Analyst responsible for Agency program management for organizational modeling and Manpower Management.
  • Manages a highly complex professional administrative workload and foster professional working relationships with other analysts inside and outside the agency.
  • Identifies and integrates significant internal and external programs, policies, procedures, practices and systems affecting the entire Agency in the areas of organization, resource management and operations research.
  • Conducts quantitative and qualitative analysis to evaluate the effectiveness of program operations in meeting established agency goals and objectives.
  • Reviews, prepares, and presents oral briefings and written reports outlining the status, results, and significant aspects of ongoing and completed projects.

Qualifications

To qualify for a(n) Operations Research Analyst, your resume and supporting documentation must support:

A: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes:

  • Applying advanced analytical methods and research findings to studies involving new or complex manpower issues.
  • Conducting independent research, analyzing data from multiple sources, and provides clear, actionable recommendations.
  • Incorporating planning, resource, and budgeting considerations into project work to resolve issues and support the development of clear guidelines and policies.
  • Preparing and presenting analytical reports and briefings for senior leaders to support informed decision-making.
  • Managing program activities related to organizational modeling and manpower planning to ensure accurate workforce structures and resource decisions.

B: Basic Education Requirement: A Bachelor's Degree or higher in operations research; OR at least 24 semester hours
in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.

Substitution of education may not be used in lieu of specialized experience for this grade level.

The transcripts must include your name, the name of the college or university, class/course list, completed number of credits/hours, and the date degree conferred (if applicable). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
