Duties

Help
  • The incumbent serves as a program analyst for MCFP within the Office of Spouse Employment (OSE) focused on spouse education and career policies for the military spouse community.
  • Provide oversight of existing policy governing military spouse education and employment.
  • Focus on the identification, development, deployment and maintenance of a variety of policy initiatives as well as general communications outreach related to the well-being of military families
  • Deal with complex issues to respond to the needs of service members and their families by mitigating institutional barriers in policies that create barriers to employment for military spouses.
  • Coordinate with other DoD components and federal agencies to coordinate, adjudicate, and align policy initiatives.
  • Conduct special assignments on complex high-priority issues.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes possessing expert knowledge on statutory authorities/requirements, regulations, and other DoD policies governing military spouse education and employment, expertise on spouse employment programs and workforce development, drafting and/or leading coordination of DoD policy, draft executive orders, policy memos, resourcing requests, legislative proposals, congressional testimony and responses to requests for information from Congress, using of DoD task management systems, independently briefing senior leaders on spouse employment programs and policies and advising on policy decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

  • Spouses of a deceased member of the Armed Forces who was married to the member on the date on which the member died while on active duty, and who has not remarried.

  • This position is a term position not to exceed 2 years and may be extended up to a maximum of eight years.
  • This term position cannot be made permanent.
  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent DoWEA/MC&FP employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
  • Position may be filled as a Term Appointment NTE 2 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoW approval, Term appointments may be extended beyond eight (8) years.
  • Current permanent Federal employees (to include permanent DoWEA/MC&FP employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
