Help

Primary duties of the Administrative Officer include, but are not limited to, the following:

- Supervision of administrative staff within the service
- Assessment and improvement of complex management processes and systems, and improvement of program effectiveness
- Development, analysis, and/or improvement of work methods and procedures, organizational structures, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similarly management functions
- Developing life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs
- Advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix
- Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation
- Researching and investigating new or improved business and management practices for application to agency programs or operations
- Developing new or modified administrative program policies, regulations, goals, or objective
- Identifying data required for use in the management and direction of programs
- Developing data required for use in the management and direction of programs
- Developing management and/or program evaluation plans, procedures, and methodology
- Conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures
- Analyzing and evaluating agency functions and activities being considered for conversion to contract operations
- Provide guidance and advice to supervisors designed to foster acceptance of performance measures and process changes that affect administrative services
- Assist health care systems personnel in improving health care system operations through analysis and study of health care system processes. Provide technical advice and assistance to the various councils, team leaders, facilitators and team members concerning the techniques for developing surveys, studies, and team projects used for performance improvement processes.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Full-rime 8:00 am - 4:30 pm Monday - Friday.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 and for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following:
1. Be currently serving under a permanent appointment.
2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement.

You may qualify based on your experience and/or education as described below:

GS 11

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Experience with VISTA, CPRS, VSSC and familiar with access data bases
  • Experience with preparing and reporting on budgets
  • Familiar with and experience with working with the CBOCs (in various capacities)
  • Experience with VA directives, policies and SOPs including but not limited to outpatient scheduling and access
  • Familiar with contracting and equipment procurement, COR level 1 experience preferred
  • Administrative support of a clinical service to include creating and editing correspondence, creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.)
  • Preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions.
  • OR
  • Education: Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, OR possess a LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Transcripts must be submitted if using education as a substitution for experience.
  • OR
  • Combination of education and experience: Possess a combination of successfully completed graduate education and specialized experience.
GS 12
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Experience with the organization and structure of healthcare delivery systems or managed care networks, including comprehensive understanding of laws, regulations, manuals, and policies as they apply to Primary Care;
  • Developing and implementing tools and techniques to collect and analyze data on quality, fiscal expenses, budget, appropriate utilization of resources and customer satisfaction;
  • Developing and implementing financial indicators for efficiency, performance, appropriate allocation of resources, and benchmarking with other hospitals;
  • Developing and coordinating a plan of action to enable a clinic to meet, or exceed, the performance standards and monitoring compliance through the standards;
  • Significant experience with implementing Joint Commission standards in a service.
  • Experience with Ongoing Professional Practice Evaluations (OPPE) and Focused Professional Practice Evaluations (FPPE), Professional Standards Board (PSB), and credentialing.
  • Experience with Human Resources processes to include recruitment, onboarding activities, orientation, staffing actions, and retention.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary with limited walking, standing, sitting and lifting. Work is primarily within an office setting however the incumbent will need to move throughout the Medical Center in outpatient, inpatient, and other administrative settings. Safety and health precautions must be utilized dependent on the location.
