Help
  • Serve as Commercial Portfolio Manager in the International Space Station Business and Economic Development Office, managing a number of contracts with commercial entities.
  • Serve as Contracting Officer Representative (COR) in the procurement planning, strategy and negotiation process, and in the administration of any contracts that are developed in support of the International Space Station.
  • Represent the International Space Station in the coordination of ISS research activities, including conducting initial information exchanges with potential customers and facilitating coordination with payload integration and operations.
  • Assist the Office Manager in the determination of creative procurement strategies, including planning, budgeting and technical management of new initiatives including hardware and science strategies in support of commercial initiatives.
  • Participate in the development and implementation of commercial use and pricing policies for the Agency.
  • Develop and review science and hardware requirements for new investigations or capabilities. Reviews submittals via the NASA Research Announcement, developing decision packages to be brought forward to the ISS Program Office for approval.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Reviewing and analyzing technical, policy, and procedural requirements associated with selection of agreement mechanisms to provide contractor oversight, contract deliverables documentation, and Task Order development/management;
  • Leading the negotiation, planning, strategy, and tactics, to perform Contracting Officer's Representative duties;
  • Communicating, both orally and in writing, with professional personnel across a broad range of industries and government agencies, including CEO-level personnel, center, and NASA to support the acquisition, procurement, and planning of a commercial agreement portfolio.
