Duties

Help

  • Represents the Numbered Air Force/Direct Reporting Unit (NAF/DRU) Continuous Improvement and Innovation (CI2) and Lessons Learned (LL) program across all organizational levels. Plans, organizes, and oversees efforts to improve program quality, effectiveness, and timeliness.
  • Maintains awareness of mission changes and external factors impacting Numbered Air Force/Direct Reporting Units (NAF/DRU) and subordinate units. Develops strategic plans and Enterprise Value Stream Analyses (EVSAs) to align organizational roadmaps with MAJCOM, Air Force, and Department of War (DoW) priorities.
  • Manages Numbered Air Force (NAF)/Direct Reporting Unit (DRU) Continuous Improvement (CI)program and serves as Subject Matter Expert (SME), mentor, coach, and primary CI advisor to the NAF/DRU Commander and subordinate unit process managers. Analyzes and evaluates transactional, administrative, and management processes to recommend improvements for operational effectiveness and productivity across the NAF/DRU and its subordinates.
  • Directs Numbered Air Force (NAF)/Direct Reporting Unit (DRU) innovation strategy, serving as the Airmen Powered Innovation (API)
    program lead and primary Subject Matter Expert (SME) for Subordinate Unit Process Managers. Develops organization-wide innovation
    initiatives, plans, and budgets, tailored to accelerate program execution and meet command needs.
  • Manages the Numbered Air Force/Direct Reporting Unit (NAF/DRU) Lessons Learned (LL) programas the Subject Matter Expert (SME)
    and primary advisor to unit process managers, responsible for collecting, validating, disseminating,and resolving operational
    observations. Educates personnel on LL systems, establishes account access for Non-secure Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) and administers the unit Tier website.

  • This AFRC management position requires leading cross-functional process improvement activities to produce measurable Enterprise-level outputs
  • The incumbent must earn CI2 Black Belt certification within established program guidelines and timelines, unless already certified
  • CI2/LSS Black Belt certification and experience in training/coaching Green Belts is preferred but not required for this position
  • As necessary, employees may be required to work on an uncommon tour of duty, with limited notice, to meet essential unscheduled requirements
  • The incumbent may be required to travel via military or commercial aircraft for temporary duty assignments (TDY)
  • Required to use tact, diplomacy, and interpersonal skills to build effective working relationships

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of the substantive nature of CI2 and LL programs to oversee efforts for improving program effectiveness. Comprehensive Knowledge of administrative laws and regulations to formulate NAF/DRU-level guidance and training curricula. Expert knowledge of management advisory services and consultative techniques to serve as a senior advisor to executive leadership. Substantive knowledge of strategic planning cycles and organizational hierarchy to align priorities up, down, and across the command.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of strategic planning, performance management, and Continuous Improvement (CI)methodologies (e.g., Lean Six Sigma)
to develop, implement, and evaluate initiatives that improve mission effectiveness, efficiency, and organizational readiness.

2. Knowledge of program analysis, evaluation methods, and data interpretation techniques to assess mission performance, identify root causes and provide data-driven recommendations supporting commander decisions about enterprise priorities.

3. Skill in analyzing complex processes and performance metrics to identify trends, develop actionable solutions, and improve mission outcomes, resource utilization, and organizational performance across multiple functional areas.

4. Skill in preparing and delivering clear, concise written and oral communications to brief senior leaders, influence decisions, and gain stakeholder support for Continuous Improvement (CI) and strategic initiatives.

5. Ability to lead and facilitate enterprise-level Continuous Improvement (CI) initiatives to align cross-functional stakeholders, drive process changes and achieve strategic objectives across NAF/DRU and subordinate units.

6. Ability to plan, prioritize, and manage multiple projects competing to meet leadership timelines, support mission needs, and ensure successful execution of organizational goals.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
