About the Position: You will serve as the Senior Information Technology (IT) Advisor for Military Health System/Chief Information Officer (MHS/CIO) located in the Defense Health Agency (DHA) in the Office of the Assistant Secretary of War for Health Affairs (OASW(HA)).

Position may be filled at Falls Church, VA, San Antonio, TX OR Charleston, SC. This is not a virtual/remote position. You must live within or be willing to relocate within a commutable distance of one of the above duty locations.

Duties

Help
  • Serve as Subject Matter Expert (SME) on engineering solutions delivered to the Military Health System (MHS) enterprise and the DHA Chief Information Security Officer to advise on the Agency’s Cyber Security Program.
  • Advise MHS CIO, other DHA and MHS senior officials on technical and engineering strategy, business operations, cyber security strategy, and architecture of DHA IT infrastructure, networks, and platforms.
  • Provide strategic guidance and expert advice for enterprise IT solutions aligning with Departmental policies and adhering to industry’s best practices.
  • Serve as an SME resource to DHA IT infrastructure architecture designers, engineers, and testers of solutions that support medical systems.
  • Advise on the detailed analysis of existing network, platform, and computing infrastructure and recommend actionable design changes and cybersecurity enhancements and protections to optimize networking and computing infrastructure.
  • Advise on the safeguarding, and the information security posture on protection of the cyber infrastructure of forward deployed sites, and the associated IT, network, and computing infrastructure required to securely operate them.
  • Provide expert technical advice on research, development, and evaluation of advanced cyber defense technologies supporting the DHA, DoW, and national security missions.
  • Advise on new technologies and offer recommendations for their applicability or integration with existing architecture.
  • Align and partner with project management personnel and solutions architect to identify potential roadblocks and propose plans to overcome them.
  • Advise leadership on policy issues or action cases that involve the identification, evaluation, selection, application, and technical insertion of new, emerging, and existing IT infrastructure supporting healthcare and administrative functions.
  • Advise on cyber security, information security requirements and risks and security requirements specific to an IT system throughout the phases of the system life cycle.
  • Advise on IT cybersecurity strategies, policies, controls, and procedures to protect DHA data, systems and infrastructure from unauthorized access, use, disclosure, disruption, and destruction.
  • Advise on information security protections commensurate with risk and magnitude of the harm resulting from unauthorized access, use, disclosure, disruption, modification, or destruction of information collected or maintained by on behalf of DHA.
  • Advise on engineering, development, planning, and configuration management of IM/IT infrastructure, networks, and platforms.
  • Offer actionable recommendations on changes to policies, short- and long-range IT planning and associated processes for achieving IT reform and infrastructure efficiencies.
  • Propose and demonstrate meaningful, enforceable, and persistent engineering and infrastructure policy/guidance, and endorse centralized strategies across the entire DHA.
  • Advise on securing systems both physically and logically, conducting vulnerability assessments, designing security architectures, managing security audits, and reporting on network security issues.
  • Advise on monitoring cybersecurity incidents and threats, incident response efforts, and forensic investigations of security breaches, intrusions, and malicious activities.
  • Recommend protective/corrective measures when a cyber security incident/ vulnerability is discovered; propose plans of actions/milestones or remediation plans are in place for vulnerabilities identified during risk assessments/audits/inspections.
  • Advise the MHS CIO (j6) on the development of an IT Strategic Plan to keep the goals of military health care across the operational continuum from peace to war.

  • The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications (MTQs) within your resume. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy mandatory technical qualifications.

TQ 1. In-depth knowledge and experience advising senior technology leaders and/or DoW or commercial healthcare CIOs on successful, full lifecycle technical implementations in direct support of MHS IT projects and major IT programs.

TQ 2. Demonstrated ability in advising on deployment of secure networking solutions at the enterprise level that may reduce cyber security threats, fill cyber capability gaps, and manage Zero Trust architecture and offensive/defensive cyber operations.
