Duties

Help
  • Serves as the INSCOM Intelligence Planner for the Assistant Deputy Chief of Staff, G3/5/7, using the Military Decision Making Process (MDMP) to prepare and coordinate operational plans, analyses, and strategies for intelligence programs.
  • Researches, drafts, and coordinates intelligence-related correspondence, policies, and operating procedures based on National, DoD, Joint, and Army directives to support mission objectives.
  • Coordinates intelligence missions, functions, and planning efforts with Army, Joint, and National commands, as well as other service intelligence organizations and Combatant Commands.
  • Prepares, synchronizes, and coordinates Intelligence Mission-related Continuity of Operations (COOP) and Emergency Management (EM) policies, plans, exercises, and resources across the command.
  • Represents the organization by participating in intelligence planning teams and working groups to synchronize and integrate emerging concepts and capabilities that impact the command's mission.
  • Adapts to changing requirements by analyzing complex issues, developing feasible courses of action, and presenting sound recommendations to leadership, often in the supervisor's absence.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary Duty (TDY) Travel may be required 25% or less of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify, your resume must demonstrate that you possess one year of specialized experience equivalent to the next lower grade level (GG/GS-12) in the Federal service. Specialized experience is defined as:
  1. Applying a formal planning process (such as the Military Decision Making Process or a similar framework) to assist in developing intelligence or operational plans, orders, or strategies; AND
  2. Researching and interpreting intelligence-related policies and doctrine from multiple echelons (e.g., National, DoD, Joint, Army, etc.) to provide analysis or draft recommendations for leadership; AND
  3. Coordinating intelligence or operational planning efforts with internal and external partners OR assisting in the development and synchronization of Continuity of Operations (COOP) or Emergency Management (EM) plans and policies.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Applicants will be evaluated to determine if they meet the minimum qualification requirements listed above. Additionally, your resume should show that you possess the following knowledge, skills and abilities (KSAs) associated with the position:
1. Knowledge of Deliberate Planning Processes: Experience with Military Decision Making Process (MDMP) or similar formal planning frameworks, to develop complex intelligence and operational plans.
2. Knowledge of Emergency Management & COOP: Knowledge of Continuity of Operations (COOP) and Emergency Management (EM) principles, program requirements, and exercise design to maintain intelligence mission readiness during crises.
3. Skill in Written Communication: Drafting, reviewing, and editing strategic operational orders (OPORDs), policy documents, executive summaries, and complex interagency correspondence.
4. Skill in Oral Communication and Briefing: Articulate complex intelligence and operational concepts clearly and persuasively to senior leadership; effectively represent the command in high-level working groups and planning teams.
5. Skill in Interagency Coordination: Establish and maintain effective working relationships to coordinate mission requirements across Army, Joint, Combatant Command, and/or National intelligence community partners.
6. Ability to Analyze Complex Problems: Evaluate intricate operational issues, assess changing intelligence requirements, identify programmatic impacts, and develop feasible, sound courses of action for leadership.
7. Ability to Synchronize and Integrate: Pull together disparate pieces of information, resources, and emerging concepts from multiple stakeholders to build cohesive operational plans and policies.
