Help

Assembes and coordinates the activities of a diverse planning team of health professionals and representatives from various services who will assist the coordinator in planning and implementing educational opportunities, well-being activities, and programs for employees. The Employee Whole Health Coordinator has the ultimate responsibility for planning and implementation of the local employee well-being program based on national guidance provided by the national Employee Whole Health program office. The expectation is that the Employee Whole Health Coordinator will address overall well-being issues for employees throughout the medical center and outlying areas including but not limited to nutrition, mental, emotional, social, physical, and environmental well-being based on Whole Health (WH) principles and the WH system of care.

Duties include, but may not be limited to the following:

  • Assembling a diverse planning team of interdisciplinary health professionals and representatives from various services within the medical center including labor partners.
  • Working with the committees to develop a charter, goals, and strategic plans for the Employee Whole Health program, and ensures the plans are updated annually.
  • Conducting needs assessment(s) of employees to determine program needs and interests. Developing core program components based on assessment results.
  • Developing and delivering classes, seminars, workshops, etc. on various Employee Whole Health topics including but not limited to nutrition, physical activity, and mental health topics or works to identify and collaborates with relevant subject matter experts.
  • Developing training materials for staff educational needs.
  • Implementing use of available individual health assessments to determine employee well-being strengths and opportunities (i.e., Personal Health Inventory (PHI), Healthy Living Assessment (HLA)), and tracks employee improvement and goal attainment as appropriate.
  • Modeling healthy behavior and provides support and encouragement to employees as it relates to behavior change.
  • Promoting the Employee Whole Health program to all employees on all shifts throughout the medical center and Community Based Outpatient Clinics (CBOCs).
  • Writing proposals for annual funding opportunities as made available by the national Employee Whole Health program office.
  • Maintaining and updating local policies and procedures related to Employee Whole Health.
  • Managing program budget and is the fund control point official for the Employee Whole Health program.
  • Responsible for the purchase of a variety of products, materials, and goods used in the promotion and administration of Employee Whole Health activities.
  • Promoting the model of whole health for Employees, including increasing opportunities to engage in self-care activities.
  • Educates leaders in well-being culture and behaviors which can support a culture of well-being.
  • Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday through Friday; 8:00 am to 4:30 pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: advising, educating, and assisting with planning, developing, and implementing a newly developed program; Performing data collection and analysis for assigned medical center programs; experience using a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; conducting need assessments of employees to determine program needs and interests; and managing program budget and responsible for purchasing a variety of products, materials, and goods used for promotional opportunities and activities. In addition, preferred experience of the support of VHA employee initiatives including: continuous learning, workforce development, applied innovation, leadership effectiveness, workforce performance & organizational outcomes. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related. Education must be in or related to the position and must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first two (2) years of graduate education leading towards a doctorate degree. (i.e., 2.5 years of progressive graduate education leading towards a doctorate degree would meet 50% of the qualifications requirement for this vacancy.)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: While some of the work is sedentary including researching, writing, program planning and data analysis, the position will have periods of extensive walking and movement throughout the healthcare system, prolonged standing, and transporting light to medium weight objects. The Employee Whole Health coordinator will also be required to travel between sites (CBOCs and outlying clinics) encompassed in the healthcare system.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
