Duties

Help

Serves as Action Officer (AO) and subject matter expert on Nonappropriated Fund (NAF) Employment Portability issues.  Provides technical advice and assistance on issues and identifies impact on benefits elections related to case-by-case employment portability moves from Nonappropriated Fund (NAF) positions to Nonappropriated Fund (NAF) positions, and Appropriated Fund (APF) positions to Nonappropriated Fund (NAF) positions.  

Calculates retirement annuities and estimated annuities for regularly employed NAF employees and portability participants.  Processes annuities using the automated pension/payroll system to include completion of year end requirements.  Ensures all bundled pension software changes and upgrades are functional.  Calculates cash refunds for the pension plan.  Computes and processes prior refunded and military service credit buy backs for eligible regularly employed NAF employees and portability applicants.  Maintains and coordinates the stand-alone pension calculation program with the outside vendor.

Maintains up to date information as provided by Office of Personnel Management (OPM) and Defense Civilian Personnel Advisory Service (DCPAS) on all issues pertaining to portability of benefits, to include updates on the: Federal Employees Retirement System (FERS), Thrift Savings Plan (TSP) and Civil Service Retirement System (CSRS).  Certifies CSRS/FERS-covered service, calculates annuity estimates and processes annuity applications.  Verifies and transfers eligible NAF funds to FERS.

Verifies and processes personnel/payroll information for data entry from Nonappropriated Fund Instrumentalities (NAFI) s whose payroll is not processed through the automated payroll system.  
Computes, collects and summarizes statistical data in chart and narrative form frequently in automated spreadsheet format.  Automated pension troubleshooting, update testing, verification of consolidations, service accruals for production and test environments.

Serves as a Marine Corps representative on DoD benefits committees for issues regarding pension and/or portability as required.  Ensures current information on all aspects of portability legislation is provided and provides guidance to field commands Marine Corps wide.

Computes and processes monthly Health Maintenance Organization (HMO) and Standard Medical/Dental/Life invoices for premium and administrative fees.  Assists with 401(k) plan deposits.  Computes retirement plan cash deposits as needed.  

Computes and processes monthly retirement plan deposits.  Computes monthly administrative fees for plans as required.  Assists with development of the annual budget process as needed.  

Gathers information from a wide variety of sources to determine entitlement to medical, dental, life insurance, group retirement, long-term care and the 401(k) plan for employees and retirees.  Verifies employee eligibility for the various Human Resources programs.  Checks and reviews information provided to personnel offices at field commands for accuracy and completeness.  

Assists in preparing oral and written briefs for presentation.  Composes correspondence in compliance with the Naval Correspondence Manual using proper punctuation, capitalization, spelling, and grammar.  Prepares and delivers briefs on NAF Portability, and individual and group training to field command representatives as required.  May travel to attend training sessions/education seminars and conference.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies.  Develops long-range plans in conjunction with internal operating directives.    Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs.  Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Asks questions to determine, verify and solve problems.  Checks for satisfaction on the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

EVALUATIONS:

Qualifications

Four years of experience that demonstrates substantial knowledge of portability legislation (i.e. PL 101-508; P.L. 104-106; P.L. 107-107), pension, 401(k), insurance, accounting, and data processing principles and procedures to assist in management of a worldwide employee benefits program.  Skills to accurately prepare, verify, and validate documents involving medical/dental/life insurance claims.

Broad knowledge of procedures, regulations, precedents and instructions related to employee benefits administration. Working knowledge of Microsoft applications to include, but not limited to: Word, PowerPoint, Outlook, and Excel.  Working knowledge of Peoplesoft (version 9.2) to include Peoplesoft pension.  Knowledge of Naval Correspondence policies and procedures.  Ability to communicate effectively with a wide variety of audiences.  Education above high school in a related field may be substituted for experience. Knowledge of NAF operations and regulations pertaining to the management of employee benefits programs is preferred.
