Summary

This position functions as a Support Services Supervisor and Branch Chief of the Space, Facilities and Support Operations of the USDA Office of Inspector General (OIG).The incumbent is responsible for the technical and administrative leadership of a multi-disciplinary team of employees and contractors providing comprehensive architectural and facilities oversight services for complex, sensitive law enforcement and oversight offices in federal and leased facilities.

Duties

Help
  • Leads all aspects of space and facilities operations, including coordination of building services, management of maintenance requests, workspace planning, ergonomic assessments, and overall occupancy management.
  • Primary liaison with the General Services Administration (GSA) for space management, lease administration, Occupancy Agreements (OA), Reimbursable Work Authorizations (RWA), and building services.
  • Serves as a high-level consultant to senior leadership on controversial architectural issues and long-range facility planning.
  • Serves as the Architectural Technical Discipline Coordinator, providing authoritative expertise on design, review, and construction of diverse projects.
  • Directs the preparation of detailed specifications, drawings, and cost estimates for OIG offices and infrastructure projects nationwide.
  • Oversees Architect-Engineer (A/E) design firm proposals and submissions to ensure compliance with technical requirements and fiscal constraints.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Oversees office management functions, including supply procurement, equipment coordination, and workspace logistics to support daily operations

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).

Specialized experience for GS-14: To be considered qualified for this position, you must demonstrate that you have the required specialized experience as described below. You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-13 grade level in the Federal service or private sector that demonstrates all of the following:

  • Guiding, supervising, and providing technical support for a broad portfolio of architecture, engineering, design, and facility planning projects across multiple regions and federal facilities. This includes applying professional knowledge of building systems, workplace design standards, code compliance, sustainability principles, and engineering feasibility considerations to inform project direction and ensure functional and mission-aligned outcomes
  • Analyzing and interpreting federal policies, regulations, design criteria, building codes, and engineering standards to support project development, site planning, space utilization strategies, and long-range infrastructure planning. This includes integrating architectural programming, engineering assessments, and design requirements into resource allocation and decision-making processes.
  • Communicating complex architectural, engineering, and planning concepts to leadership, stakeholders, and project teams.
  • Tracking and overseeing project development, design delivery, engineering reviews, workload forecasting, and resource allocation for nationwide space projects and logistical support.
  • Conducting technical reviews of architectural and engineering plans, specifications, feasibility analyses, and design packages to ensure alignment with Federal standards, safety requirements, and mission needs.
  • Collaborating and coordinating with internal and external stakeholders to build and maintain productive relationships. This includes architects, engineers, contractors, program managers, and Federal partners.
