Salary Range for GS-11: $77,964 - $101,359
Salary Range for GS-12: $93,445 - $121,482

A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.

Duties

Help
  • You will utilize working knowledge of Navy Enterprise Resource Planning (N-ERP) or a similar ERP program tool to input and extract financial data for budget planning, formulation, and execution.
  • You will develop spending plans, budgetary requirements and execute funds in accordance with all fiscal laws and regulations.
  • You will apply financial laws and regulations to provide advice on the sources and uses of funds.
  • You will analyze and interpret financial data to develop recommendations for correcting gaps and conflicts.
  • You will prepare comprehensive reports to ensure projects are expending funding properly.
  • You will review reports, documentation, records, and data to monitor and control obligations and expenditures.
  • You will assist in evaluating changes in plans and proposing new courses of action to mitigate deviations from the plan.
  • You will Communicate, orally and in writing, to assist in resolving team conflict in a positive manner, while maintaining or increasing team morale.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Making financial decisions based on financial analysis, research, forecasting, and planning; 2) Working with accounting systems, and or developing, determining, and interpreting budget policies and procedures; 3) Ensuring funds are being executed properly through all stages of encumbrance; and 4) Collaborating with internal departments and outside agencies to achieve financial goals.

Specialized experience must demonstrate the following: 1) Utilizing financial analysis, research, and forecasting to produce financial information; 2) Reviewing budgets for accordance with appropriation laws and financial regulations; and 3) Assisting in evaluating funds are being executed properly through all stages of encumbrance.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M., if related
