Duties

Help
  • You will serve as the Activity Command Information Officer (ACIO) and SME for Team SUB IA/IT, and act as Security Manager for INFOSEC, Personnel Security, OPSEC, Privacy/PII, and physical security programs.
  • You will serve as Information Assurance Manager (IAM) ensuring IT system security in compliance with SECNAVINST 5239.3 and applicable Navy and DoD cybersecurity policies.
  • You will manage the command’s information and personnel security programs, coordinating INFOSEC, physical, industrial, and personnel security, and delivering security education and training.
  • You will plan, organize, resource, and direct Information Management operations, ensuring efficient use of manpower, funding, and equipment aligned to mission priorities.
  • You will establish policies and priorities for short- and long-range IM, CS, ERP, and security planning aligned with Team SUB, NAVSEA, Navy, and DoD guidance.
  • You will oversee integration of IM, cybersecurity, ERP, and security functions to ensure compliance with public law, DoD directives, and enterprise-wide requirements.
  • You will advise senior leadership as technical authority on IM, CS, ERP, and security policy, standards, architectures, and strategic IT resource management.
  • You will serve as the authoritative IT management advisor, providing policy guidance to executives, program managers, field leadership, and external DoD stakeholders.
  • You will direct planning, execution, and sustainment of ERP systems with NERP and NEBO, integrating financial, workforce, and acquisition functions.
  • You will develop and deliver metrics and reports assessing the health and effectiveness of Team SUB business processes and enterprise systems.
  • You will direct NMCI performance management and oversee planning and deployment of successor systems across Team SUB.
  • You will lead development of resource forecasts and budgets, consolidating IM, CS, ERP, and security requirements and supporting financial execution.
  • You will direct responses to data calls and inquiries, including policy responses to congressional, DoD, Navy, and external agency stakeholders.
  • You will direct enterprise-wide security activities, including CSA requirements, program protection, and personnel accountability systems such as NFAAS and GETS.
  • You will ensure compliance with Clinger-Cohen Act, OMB, DoD, and Navy guidance through integration of IM, cybersecurity, ERP, and security functions.
  • You will direct cybersecurity validation and compliance reviews, oversee training programs, and track IG and GAO audits impacting IM and security programs.
  • You will lead business process reengineering efforts, aligning IT investments with mission needs and identifying cost savings through standardization and best practices.
  • You will direct the Management Control Program, develop plans, ensure corrective actions for deficiencies, and coordinate the Annual Cybersecurity Statement.
  • You will manage contractor support, including defining requirements, evaluating performance, ensuring quality, and integrating contractor work with mission needs.
  • You will supervise personnel, assign work, evaluate performance, resolve issues, manage staffing and training, and ensure alignment with EEO and organizational goals.

  • This Cyberspace Workforce position (Program Manager, CW Developer/Manager, Cyber Policy Planner) requires Advanced proficiency and maintaining qualifications per DoDM 8140.03 and DON policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS 12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading information technology / management programs through comprehensive communication, establishment of strong, effective, and cybersecure processes and policies, integrated and results-driven customer service, and management and oversight of personnel and resources to ensure the safeguarding and continuity of operations.
