This position is located in the Small Business Administration, Damage Verification Center - DVC in multiple locations. Employee will serve as a resource for DVC management on matters pertaining to program planning and evaluation for improvements in the quality control program, staff training, and other initiatives that support mission critical activities related to customer-driven loss verification program delivery and organizational effectiveness.

Help

As a Program Analyst (Quality Control and Trainer) at theGS- 0343-12, some of your typical work assignments may include:

  • Conduct comprehensive program evaluations and quality assurance reviews to recommend initiatives that improve loss verification delivery and organizational effectiveness.
  • Analyze performance metrics and data requirements to produce management reports that monitor progress toward DVC goals and identify operational trends.
  • Perform routine and random quality control sampling of damage reports to ensure assessments are accurate, complete, and compliant with federal regulations.
  • Develop and deliver technical training programs for disaster surge and permanent staff covering on-site inspection protocols, cost estimation, and agency policy.
  • Provide actionable feedback and process improvement strategies to leadership based on workflow studies, surveys, and loss verifier performance reviews.

  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • You may be required to complete a one-year probationary period.
  • This is not a bargaining unit postion.

Qualifications

GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector:

  • Conducting program evaluations and quality assurance reviews by developing metrics and data-driven reports to identify process improvements and monitor progress toward organizational goals.
  • Performing routine and random sampling of damage reports and technical tasks to quantify performance data and provide feedback on the quality and quantity of work.
  • Planning, developing, and delivering comprehensive training and informational briefings on loss verification processes, damage estimation, and regulatory policies to ensure consistent program application.
  • Validating the accuracy of construction damage assessments and repair estimates through technical reviews to ensure loss verifications comply with federal regulations and program guidance.
  • Utilizing quantitative and qualitative techniques for analyzing and measuring effectiveness, efficiency, and productivity, including work processes, workflow, and quality, to evaluate staffing and technical needs.

You will receive credit for all qualifying experience, including volunteer experience.

Generally, time in Non-Pay status as a federal employee is not creditable towards the specialized experience requirement listed above.
