About the Position: Serve as Operations Project Manager for the assigned area with full managerial authority and responsibility for maintenance and operation of at a large and complex multipurpose lake and channel project.

Supervise a staff of professional, administrative and wage grade employees, though subordinate supervisors.
Responsible for the preparation of a multi-million dollar combined annual budget, obligations and expenditures schedule, and cost estimates.
Develop an effective dam safety program incorporating criteria established by the Engineering Operations Division personnel in conjunction with project forces.
Responsible for execution of an Emergency Contingency Plan for Operations for the dam.
Direct the development of the Operations Management Plans (OMP) for management of natural resources, park and recreational facilities, and maintenance of facilities, and shoreline management.
Represents the Corps at public meetings, courts, media interviews, and civic functions on matters pertaining to the regulations, laws, and policies that govern the use of land, water and facilities.
Direct the development and implementation of plans for the management of parks and recreation facilities in support of public use.
This position is designated as moderate risk involving Public Trust (Tier 2). Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
The incumbent must obtain a valid U.S. Army Corps of Engineers motorboat license.
The duties of this position may necessitate frequent lifting of moderately heavy items, such as equipment and samples that weigh less than 40 pounds.

Basic Requirement for Operations Project Manager:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Specialized Experience:
One year of specialized experience which includes:
1) assisting in managing and executing water resources programs and/or projects; AND
2) coordinating two or more of the following: the planning, design, cost engineering, construction, and environmental considerations for water resources projects; AND
3) assisting in managing project milestones and/or budgets.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
