Help
  • Coordinate the work with Contractors' personnel and representatives of the using service to assure timely and satisfactory accomplishment of all contracts.
  • Analyze problems and review and interpret the requirement of plans and specifications for subordinate personnel, Contractor representatives, and other interested persons.
  • Plan and coordinate work of the quality assurance staff of the Resident Office.
  • Confer with Contractor's representatives on matters pertaining to interpretation of plans and specifications.
  • Assist in the preparation of Government estimates and negotiations with the Contractor for contract modifications.
  • Serve as the lead Safety enforcement officer for all construction projects

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • If you don't have it already, Foundational/Professional Contracting certification must be obtained within 36 months.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.

Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: 1.) performing construction management/engineering operations in a heavy construction environment; AND 2.) applying construction/project management, design and construction practices; AND 3.) providing project technical management, leadership, contract acquisition, execution and oversight. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Term Appointment NTE - Position may be filled as a Term Appointment NTE 5 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoW approval, Term appointments may be extended beyond eight (8) years.
