This is a Title 32 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. IAW UTNGR 690-12 dated AUG 2022, Priority will be given to all current, onboard employees of the UTNG. Military membership in the UTARNG is required. MAJOR DUTIES: This is NOT an all-inclusive list.

  • Serves as the ARNG authority and expert on all matters involving protection functional elements and integration of enabling functional requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement.
  • Serves as the focal point to coordinate, de-conflict, and integrate various protection staff initiatives, policies, and activities within the state. Serves as consultant to the Chief of Staff and unit commanders on protection.
  • Establishes working relationships with local, state, and federal law enforcement agencies operating within the state on behalf of the Chief of Staff.
  • Conducts intelligence integration and information operations to assess potential threat and creates ARNG integrated protection program.
  • Prepares Protection plans, templates and planning tools for subordinate units, writes comprehensive all hazard plans, directs the use of active, and passive security measures, and incorporates random antiterrorism measures to protect personnel, armories, buildings and garrison environments, conducts protection resource management to prioritize and generate protective measure.
  • Reviews practices and activities to ensure compliance with directives and integration with other security and related programs.
  • Provides recommendations, briefings, updates, and staff studies across a broad range of security specialties to influence installation-level decision-making and policy development.
  • Responsible for synchronizing daily operations and integration, coordination and plans
    resource management requirements for the Protection Program functional elements of
    Antiterrorism (AT), Intelligence Support to Antiterrorism, Emergency Management (EM), Insider
    Threat, Law Enforcement (LE), Mission Assurance (MA), and Physical Security (PS) for the State
    ARNG.
  • Integrates sub-functional areas and develops a holistic protection program that meets the Command's objectives, ARNG, NGB, and Army regulatory requirements.
  • Involves all measures related security for all ARNG installations, facilities, arms/munitions storage activities, and personnel.
  • Often interprets broad, non-specific higher headquarters directives for ARNG applicability and implementation.
  • Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces.
  • Must review classified information and determine what information constitutes law enforcement sensitive information. Responsible for the declassification of military intelligence that is deemed law enforcement sensitive and requires dissemination to local, state, or federal law enforcement agencies operating within the state.
  • Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities.
  • Works with engineers to assess and sign off on all construction projects within the state to ascertain that protection construction standards are complied with. Activities assessed may encompass all security specialties.
  • Analyzes data to identify physical and operations security compliance or non-compliance, vulnerabilities, trends, strengths, and benchmarks.
  • Represents the Deputy Chief of Staff for Operations (DCSOPS)/ Assistant Deputy Chief of Staff for Operations (DCSOPS) at meetings, conferences, workshops, panels, etc., at NGB and other deferral agency levels as the state technical authority.
  • Serves as a member and acts as the chairperson for various boards and working groups to include intra-agency or interorganizational
    committees to identify and resolve or to assign responsibilities for resolving safeguards and security issues or to perform similar work assignments, the Protection charters and Threat Working Group.
  • May supervise AGR, Title 32, Title 5, contractors, and/or state employees directly, and through subordinate supervisors. Interviews prospective employees.
  • Approves personnel actions, counsels, and evaluates subordinate employees.
  • Performs other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Min/Max Grade: O4-O5
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
  • Participation in direct deposit is mandatory.
  • Medical screening will be completed upon selection for hire.
  • Must attend the ARNG Security Manager Course within 12 months of hire.
  • Must obtain the Security Professional Certification(s) within 24 months of hire.3.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Individual must possess a minimum of a secret clearance. Depending on State''s mission set, the position may be required to obtain and maintain a top secret clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This is an Army National Guard dual status technician position which requires military membership.

Qualifications

MINIMUM QUALICATIONS:
Must have experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career

SPECIALIZED EXPERIENCE:
Have at least 1 year experience at the GS-0080-9. *Must submit SF50 for verification*
OR
Have the following:

  • Extensive knowledge of a wide range of security specialties to include physical, personnel, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area.
  • Knowledge in the specialized field of protection functional areas including antiterrorism, emergency management, law enforcement, and physical and operations security.
  • Comprehensive, authoritative knowledge of Executive Orders, legislation, and DoD, NGB, United States Army (USA), and MACOM policy requirements, which are used to formulate a comprehensive, integrated state protection program which meets regulatory requirements and reduces command specific vulnerabilities and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel.
  • Comprehensive knowledge of law enforcement and security policy requirements and procedures to provide recommendations for making key decisions and policy development onshort- and long-term security planning.
  • Comprehensive knowledge of a broad range of security program relationships as well as significant experience in applying appropriate policy requirements in the areas of Incidents, Surveys, and Resolution of Findings and associated elements of physical security and information security.
  • Working knowledge of information and operation security to review classified material.
  • Working knowledge of protection construction standards to assess and sign off on installation construction projects.
  • Ability to articulate effectively and provide advice and recommendations to supervisors and other security experts or groups at higher and lower echelons.
  • Ability to utilize a computer to write reports, access the internet to research intelligence reports and current world events, and to maintain the official database information.
  • Ability to undertake long-range studies, projects, or forecasts independently as a member of a group, or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning, policies, and programs.
  • Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.
  • Trained in antiterrorism procedures at a formal service approved Level II Antiterrorism Training Course.

Substitution for specialized experience:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
