This position will be in Financial Management Office for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA) located in Washington, DC. The incumbent serves as a Budget Analyst with overall responsibilities for managing, planning, organizing, and administrating annual and multi-year budgeting in support of a wide range of administrative, analytical and management activities.

Help

  • Perform budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for assigned organizations/programs into a consolidated budget request.
  • Assemble and develop background data, narratives and other pertinent information to support the annual budget request in Congressional Justifications, budget hearings, and various internal and external deliverables and meetings.
  • Perform budget execution and administration work involving incurring obligations and actual expenditures with different sources and types of funding, e.g. direct, reimbursements, single/multi/no-year appropriations, allotments, transfer of funds to and from other agencies, refunds.
  • Maintain budget, funds control, execution systems and tools to ensure compliance, accuracy, efficiency, effectiveness, and timely accomplishments of all financial management and budgetary regulations and financial transactions, to include corrections and reconciliations.
  • Review commitment and obligating documents to ensure correct funding citations, amounts, written information and required signatures are prepared properly for funds authorization.
  • Formulate and/or monitor the execution of a long range, i.e., 3 to 5 years or longer, detailed budget forecasts and plans to fund the implementation of the EHR system.
  • Review and analyze execution to ensure that obligations and expenditures are in accordance with planned rates.
  • Research and provide information concerning the use of funds for specific purposes by researching appropriate legal and regulatory guides.
  • Conduct trend analysis and develop recommendations for budgetary adjustments to support anticipated and unanticipated changes in program operations and funding and enhance the program's efficiency.
  • Research, assemble, and prepare a variety of written and oral reports covering the status of funds, obligations, expenditures, and projections for management review.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

Specialized experience at the GS-11 level is defined as work that involves applying analytical techniques to evaluate the cost effectiveness of program activities, forecast multi-year fiscal requirements, and resolve complex budgetary problems; applying budget concepts, methods, and techniques to administer financial management of funds for assigned activities; utilizing cost benefit analysis to determine the effects of changes on agency budget and program milestones; communicating ideas clearly, both orally and in writing.

Specialized experience at the GS-12 level is defined as work that involves expert knowledge and skill in analyzing, interpreting, and applying policy and regulatory decisions to develop budgetary plans, policies and guidance; detailed knowledge and skill to apply principles, practices, and methods of budget formulation and execution to determine whether obligations, expenditures, and allotments are with in funding limits; thorough knowledge of financial management processes and budgetary concepts to identify projected budget estimates; communicating ideas clearly, both orally and in writing.
