Duties

Help

Lead team in the planning, programming, coordination, and organization of all essential information and materials to assist Senior Executives in the execution of daily mission objectives.

Oversee DNI's Service of Common Concern (SoCC) process, monitor alignment with the Intelligence Community's (IC's) goals and objectives, agreed upon key performance indicators (KPIs), and functional delivery.

Directly oversees, support and conduct SoCC program reviews to assess program performance and funding against stated goals and priorities on enterprise issues.

Review policy and manage the implementation of enterprise-level, executive decisions.

Manage IC CIO's IT investment requirements process, monitor alignment with the IC's goals and objectives, agreed upon Service Level Agreements, and functional delivery in accordance with the enterprise architecture.

Analyze and evaluate (on a quantitative/qualitative basis) the effectiveness of current and planned NIP investments in meeting established IC goals and objectives.

Evaluate and advise on organization, methods, procedures, and resources (NIP and MIP where appropriate) programs.

Plan, direct, and orchestrate inter-agency and cross-directorate collaboration on programs and objectives, and evaluate and assess these efforts to ensure that they are successful.

Plan, develop, and oversee the implementation of interagency activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders to ensure their effective cooperation and collaboration.

Plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies, and in doing so, effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations.

Plan, develop, and present briefing papers, meeting guidance, and other related information on partner information sharing issues, partner relationships, and policies for senior leaders.

Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Expert experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements.

Expert ability to develop comprehensive technology roadmaps integrating emerging technologies (AI/ML, cloud, IoT) with business capability requirements, including demonstrated success securing senior level buy-in through data-driven business cases and leading cross-functional steering committees to achieve strategic objectives.

Expert ability to develop strategic plans for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.

Expert portfolio and program management, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.

Expert knowledge of the rules of governance and project lifecycle methodologies (Agile and Waterfall); considerable knowledge of Project Management concepts and principles.

Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.

Superior ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills.

Superior ability to establish regular contact with high-level internal and external resources and customers, superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.

Superior ability to listen to, clarify, and convey an understanding of others' ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.

Superior ability to shift approach based on situational and political awareness to maneuver around and through political hot spots.

Superior ability to anticipate potential conflict and risk, and identifying processes to work through those situations when they arise.

Superior ability to work effectively as part of a team with daily and other regular tasks to meet component needs.

Superior organization skills, sound judgment, flexibility and the ability to work under pressure adapting to rapidly changing work requirements and priorities.

Expert ability to manage and direct multiple taskings, make key contributions to group efforts, and exercise appropriate leadership and initiative.

Expert experience producing concise analytic summaries, talking points, and ability to clearly communicate in person to small groups.

Expert excellent written and oral communication skills, with demonstrated experience communicating effectively with audiences of varying seniority and expertise and differing perspectives and objectives.
