The primary purpose of this position is to serve as the NORAD and USNORTHCOM J76 Joint Wargaming Division Red Team Lead. Serves as a multi-source intelligence analyst fluent in the complex technical analysis and production of information obtained and processed from one or more intelligence sources. Serves as a subject matter expert on integrated intelligence, surveillance, and reconnaissance capabilities.

Duties

DUTY 1: Intelligence Specialist: Monitors significant threat activities to enhance ISR operations in wargame scenarios. Presents ISR capabilities to a variety of service, joint, national, and coalition customers. Maintains liaison activities and staff coordination channels with national intelligence organizations, the military services, and other combatant commands. Maintains the integrity and standardization of Intelligence Community (IC) integrated products by closely coordinating with other analysts/teams, ensuring the use of recommended analytical methodologies, standards, and approaches.

DUTY 2: Wargame Analyst: Serves as a senior analyst in the Wargaming Division and adversary subject matter expert (SME) advisor. Coordinates analytical support, leads, participates in, and hosts wargame meetings and enabling events with representatives of attending Services and government agencies. Serves as a subject matter expert (SME) in wargame development and execution in support of NORAD and USNORTHCOM capabilities development and integration processes, policies, and directives. Identifies, assesses, prioritizes, and integrates concepts for operating in a current and future environment in order to design, plan, manage, coordinate and execute various types of wargames.

DUTY 3: Training Specialist: Serves as Wargaming Training and Exercises Threat Planner, SME and principal action officer for N&NC/J7 Wargaming Division. Assesses the effectiveness of wargame programs, objectives, scenarios, vignettes, etc. and implement major changes to those requirements during exercise planning and/or execution. Defines long-term, comprehensive objectives and priorities for wargame training objectives and exercises based on analysis of evolving threats, in order to strain training audience wargame functions that have to be performed and achieved in support of Commands' mission.

DUTY 4: Team Lead: Responsible for communicating and effectively integrating the Commands policies, plans, procedures, actions, and milestones to ensure the effectiveness and efficiency of planning, development, modification, execution, engagement, evaluation and analysis of wargame, TTX, and SLS events. Articulates and communicates to the team upcoming assignments and projects, problems to be solved, actionable events, milestones, and /or program issues under review, and deadlines with timeframes for completion.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments. Knowledge of advance analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation. Demonstrated knowledge of the national intelligence community, Joint, DOD structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of technical, tactical, operational, and strategic intelligence assessments in planning, organizing, and leading cooperative and coordinated Red Threat presentations for organizational wargames.

2. Knowledge of US intelligence community structure, policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection/analysis related activities.

3. Skill in researching, interpreting, evaluating and integrating data in the production and use of clear, concise, in-depth intelligence products. Skill in coordinating multi-source intelligence analysis conducted in response to customer needs and intelligence production requirements.

4. Skill in preparing and presenting clear, concise, effective presentations of complex technical, tactical, operational, and strategic material to senior level audiences. Skill in accomplishing liaison and coordination with counterpart specialists in the Intelligence Community.

5. Skill in technical, tactical, operation, and strategic aspects of threat assessment, and red threat development for wargaming development. Skill in the technical and operational assessment of foreign strategic bombers, submarines, and cruise missiles.

6. Ability to assimilate disparate data to render knowledgeable and accurate assessments of the implications of such data.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

2. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.

3. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
