Duties

Help
  • You will lead C4 interoperability planning teams with allied/partner nations to set long-term objectives and intermediate milestones for Command, Control, Communication, and Computers (C4) systems interoperability.
  • You will lead planning of USMC systems in Joint architectures for voice, video, imagery and data communications.
  • You will assist MARFORPAC staff and Pacific FMF in developing Program Objective Memorandum (POM) and budget requests for IT support to enable interoperability for Combatant Commander (COCOM) warfighting plans.
  • You will attend exercise/contingency planning conferences to understand broad objective and drive the fulfillment C4 interoperability needs.
  • You will manage the development of integrated system architectures to achieve exercise objectives/needs, including appropriate cyberspace operations in coordination with Marine Corps Forces Cyberspace Commands.

  • This is a Cyberspace Workforce position, work role code (803), proficiency level (A) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position requires the incumbent participates in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
  • An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
  • The incumbent must obtain the required credentials within 3 years of appointment and maintain those credentials as described in DoDI 8140.03 for DCWF role of 803 – PRODUCT SUPPORT MANAGER proficiency level ADVANCED.

Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT- or OT-related experience demonstrating this competency includes: Implementing and testing backup and recovery data for networks; Providing contingency planning for a variety of network security events.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT- or OT-related experience demonstrating this competency includes: Providing expert technical advice, guidance and recommendations to stakeholders.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT- or OT-related experience demonstrating this competency includes: Providing briefings to customers. Coaching, mentoring and challenging peers and/or subordinates.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT- or OT-related experience demonstrating this competency includes: Coordinating complex cybersecurity issues.

In addition to experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: planning, developing, coordinating, and implementing C4 systems interoperability with allies and partners in support of training, exercises, combat, contingencies, and operations.

This position is covered by the Department of Defense Priority Placement Program.

A Cost-of-Living-Allowance (COLA) of 8.64%will be added to the stated salary. COLA is subject to change at any time.
