Develops, administers, analyzes, and evaluates all aspects of the Agency Financial Management Program to include management and program analysis and control, budget management, cost analysis, productivity and management improvement programs.
Directs the development of the Agency's budget, policy guidance, and procedures for the proper execution of financial plans.
Oversee the review and analysis of Agency resource requirements to develop budget submissions and estimates for adherence to
agency mission goals, senior management needs, and policies.
Directs the following functions: Managerial-Financial Planning and Reporting, Agency Financial Statements, Budget Formulation/Presentation, Budget Execution, Reimbursable Budget Program, Internal Management Control Reviews, and Fiscal Accounting.
Ensures the preparation of required justification material in support of the budget submission to Department of Defense/Office of Management and Budget and, subsequently, to Congress.

Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Specialized Experience:
You must have one year of specialized experience at the GS-14 or equivalent level. Specialized experience must be documented in your resume.Specialized experience is defined as: Demonstrates executive expertise in financial administration, systems governance, strategic initiatives and workforce supervision OR serving as a senior authority for fiscal reporting, or managing strategic policies for budget, accounting, and manpower functions.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee's employment start date.
