This position is an Administrative Officer reporting to the Nursing Service Line for the Chief of Staff. The incumbent serves as a principal advisor to service level management in the area of health systems management. The incumbent is responsible for analysis and reporting for a variety of operational issues and actively participates in strategic planning for the healthcare system activities.

Major Duties:

Business Operations Department Functions:

  • The incumbent provides a full range of support to the Chiefs.
  • The incumbent must
    develop and maintain effective personal relationships with staff at all levels of the
    organization to insure cooperation and accomplishment of health care system goals and objectives.
  • The incumbent is responsible for reviewing all VA and VHA Directives,
    Handbooks, Information Letters, Policies, and guidelines and initiating or recommending appropriate actions to assure health care system compliance.
  • The incumbent advises the Chiefs on all administrative matters including financial management, staffing recommendations, equipment, space allocation, and policy and is responsible for identifying and resolving complex problems related to health care system operations.
  • The incumbent is responsible for providing, securing and/or negotiating for the resources and services needed to manage and run the Service Line including managing the financial and human resources, management analysis, procurement, contract administration, property management, space management, reports management, data processing and all similar or closely related activities including: Evaluating and monitoring all administrative activities of the services, ensuring the effective use of the administrative staff, making substantive recommendations for improvements, advising on all aspects of operational activities and problems, assisting the managers and supervisors and keeping them informed of organizational updates and/or program changes impacting their programs and proactively identifying and solving operational problems before they become significant.
Data Analysis/ Performance Improvement:
  • Coordinates efforts to develop and maintain a Performance Improvement (Pl) Program responsive to expectations driven by recognized internal and external performance measures. Ensures Pl responsibilities are organized and documented for appropriate reviews and follows up on action plans developed in response to the Pl studies/monitors.
  • Incumbent is responsible for ongoing awareness of current JCAHO, and other external review organizations' standards and ensuring that the service is in compliance with such standards. Prepares for and presents documentation of compliances to external review organization survey teams.
Supervisory Responsibilities:
  • The incumbent directly supervises the support staff of the Ambulatory and Specialty Care Nursing Services.
  • As the Supervisor, the incumbent plans the work of the administrative support team.
  • Supervisory responsibility will include development of performance standards, writing position descriptions, evaluating work performance, counseling employees whose work performance is marginal or unsatisfactory, and initiating disciplinary action when necessary.
  • The incumbent initiates recruitment actions, interviews and recommends selection of new employees, recommends promotion, hears and resolves complaints, determines employee training needs, and obtains resources for employee's continuing education.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and skill in applying, a wide range of practices, theories, and emerging information in health care delivery and applications; comprehensive knowledge in use of clinical software packages. Knowledge of the clinical environment, including practices, procedures, policies, strengths, and weaknesses to effectively use data to track and manage patient care. Knowledge of the data life cycle including data design, collection, and management to input, retrieve, analyze, summarize, and present information effectively. Skill in communicating both orally and in a variety of written media and with all levels of end users, both internal and external to the facility, in order to make effective oral presentations in a variety of settings and to prepare policies, procedures, memoranda and training materials, including concise, understandable charts and graphs and other briefing materials..   • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Due to the complexity of the work and personal interactions, the multiplicity of projects/tasks at any one time, and deadlines, the job may be psychologically stressful at times.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
